WRO for over 20 years has been working through its mandate to promote women’s equal participation and leadership in ensuring human rights and fundamental freedoms for all, eradicating poverty and violence against women, catalyzing gender equality, protecting child rights, improving access to health and education, addressing climate change, driving peaceful coexistence, reconciliation and equal and fair pathways to justice, building trust, tolerance, and inclusion, engaging youth, and strengthening sustainability of civil society, and shaping norms for localization development.

WROs mission is to engage as humanitarian aid workers to provide effective and efficient humanitarian aid and development support and empower individuals and communities to become agents of change where every woman, man and child have access to social justice, gender equality and a dignified life free from violence and discrimination. WROs vision is built on the principles and believes in collaborate and collective action of civil society, international organizations, and individuals in investing in the communal needs of refugee, IDPs and host communities to forge social cohesion and peaceful coexistence.

In partnership with local, regional, and global civil society, international organizations, and governmental bodies, WRO has been able to successfully contribute towards meeting individual and community needs through multi-sectorial holistic programming that fosters gender and protection mainstreaming. For 2 decades WRO has successfully delivered over 100 humanitarian and development initiatives focused on local, regional, and global advocacy, stabilization and reconciliation, peace building, general protection, child protection, SGBV prevention and response, psychological MHPSS and physical health and well-being, non-formal education, individual and community capacity building, wash, legal, advocacy, livelihoods, political and economic participation, voter and democratic awareness, reconstruction, and  civil society and governmental capacity building and engagement initiatives. Furthermore, WRO is devoted to international commitments including contribution to Sustainable Development Goals (SDGs), UNSCR 1325 on Women, Peace, and Security, and UNSCR 2250 on Youth, Peace, and Security.

As a national and regional expert in holistic individual, family and community economic, education, protection, social, and equal participation empowerment, WROs efforts have shed light locally and internationally through advocacy on many important issues such as mainstreaming gender-based violence (GBV) prevention and response across all sectors, sexual violence in conflict (SVC), and other issued related to marginalized groups rights in Iraq and the Middle East through initiatives that directly impact tens of thousands of families each year including though provision of lifesaving support and developmental dignified solutions and services that drive individual and collective healing, integration, inclusion, self-resiliency, self-efficacy, self-determination, and peaceful coexistence with dignity and care.

Qualifications & Preferred Skills

 

  • Description of general duties

    In collaboration with GBV Case Manager, Project Manager, Head of Programs, and GBV Technical Supervisor, GBV Case Worker will be responsible for the following:

    • To provide the day-to-day management of all GBV cases, including the identification, documentation, developing case plans and follow ups
    • Liaises directly with other service providers working within the area of WRO’s activities and communities where the project is implemented and facilitate referrals to other service providers (health, shelter, NFIs, legal assistance, financial support)
    • Ensures that Survivor Centered Approach Guiding principles maintained and enforced in, while working with survivors, including in safe space for survivors during the case management sessions/meetings and activities in the WRO Static ‘s Centers.

    Case Management duties

    • Provide GBV case management and psychosocial support (PSS) to vulnerable persons, particularly to GBV survivors at WROs Static center(s), including mobile centers in the field levels
    • Provide direct support and care for vulnerable women and girls and GBV survivor, including basic information counseling and case management – assessment of survivor needs, developing an action plan, implementing the plan, follow up and case closure processes in line with the WRO S/GBV Standard Operating Procedure (SOP)
    • Participate in “Service Providers Mapping” activities in the area of WRO interventions
    • Support individuals in risk of GBV or survivors, by referring them when necessary and in respect of their consent to other service providers (health, legal assistance, shelter/safe space, livelihoods, financial support).
    • Ensure Do No Harmapproach is applied in all activities conducted in work with GBV survivors and other WRO’s beneficiaries
    • Identify opportunities for awareness rising, whether in a WRO facilities, community centers or other safe spaces; plan the sessions; conduct the sessions
    • Prepare, organize and conduct focus group discussions (FGD) on relevant topics/information collection, when needed
    • Identify protection concerns of women, girls, men and boys within the community in the area of intervention; i.e. any trends should be reported to the area manager and advocate for gaps in GBV response and referral procedures
    • Receive referrals, take action and provide feedback of actions taken in a timely manner to the project manager, GBV case manager, GBV Technical Supervisor and other agencies when necessary.

    Administration

    • Responsible for the selection and supervise community volunteers working in the WRO Static’s center(s)
    • Identify resources need and request to supplies for smooth/non-interrupted work
    • Responsible for the day to day supervision of staff providing skills training to survivors/beneficiaries at the WRO Static’ Center(s)

    Implementation, Monitoring and Reporting

    • Produce regular data and narrative reports for based on Project Manager’s/Case Manager’s request. (In collaboration with line manager and the M&E Officer)
    • Supports implementation and ensure adherence to monitoring and evaluation plans
    • Provide weekly case update to supervisor/line manager, including new cases identified, number of referrals, cases closed and follow ups
    • Provide weekly report on activities at the women and girls center(s), including key achievements, challenges, lessons learnt and follow up support needed from supervisor
    • Submit intake forms to GBV/IMS data officer to ensure proper database of cases, and analysis of reported cases
    • Ensure the principles of safety and confidentiality of beneficiaries’ data and data protection mechanism is in accordance with WRO S/GBV SOP.

    Coordination & Representation

    • Participate in Bi-Weekly supervision meeting with Project Manager and GBV Technical Supervisor , to ensure adherence to standards of care and appropriate case management
    • Participate in case conference meetings and provide summary information on critical cases that required case conference
    • Maintain positive coordination and relationship with other partners in the field to promote holistic approach to case management
    • A high degree of flexibility and willingness to perform other duties based on supervisor’s/project manager’s request.

     

     

     Human Resource Development

    • Supports the orientation, on-going development/training and capacity building of community volunteers and community based protection mechanisms including Child Protection Committees, Youth Groups, Women Groups and traditional and religious leaders.

     

    Learning and knowledge management

    • Document and share relevant information that will inform the development of case studies and or success stories of the project (with full respect of the principle of confidentiality)
    • Participate in case review and case conference meetings and share experience on critical/ complex cases (with full respect of the principle of confidentiality).

    Qualifications and Experience:

    • BA or equivalent in Social Science, Social Work, Psychology, Counseling, Women/ Gender Studies related programs (MA desirable)
    • Minimum 2 years of experience in S/GBV case management including providing PSS for survivors of GBV
    • Strong ability to lead activities in women and girls center preferred
    • Clear understanding of gender, abuse of power, and issues surrounding violence against women and girls
    • Ability to maintain confidentiality, ethics and respect for clients at all times
    • Experience in participatory techniques and community mobilization
    • Experience working with S/GBV case files providing regular documentation
    • Fluent in Arabic, Kurdish and English

    Skills & Knowledge:

    • Demonstrated ability to solve problems, think and plan strategically, and communicate with key actors in a dynamic and unpredictable operating environment
    • Knowledge of community mobilization and facilitation techniques
    • Ability and willingness to work in a participatory manner with a diverse range of communities and beneficiaries

    Personal qualities

    Team player, clear communicator, flexible, network-builder, able to handle pressure under limited supervision, and a commitment to protection human rights, child rights and gender quality.
