ABOUT THE MISSION

SI is currently mainly operating in Rakhine and in Kachin States with outreach emergency capacities through its local partners in Chin, Sagaing and Magway States. There are 2 main bases – Sittwe and Bhamo, and the operations are supported by the Coordination team based in Yangon.

While continuing to support the vulnerable communities suffering from a long-term protracted crisis, SI is also developing a stronger and more responsive Emergency component, either directly or through local partners, to tackle the growing needs spreading across the country.

In 2022, 13 international staff and 298 national staff are working with SI Myanmar to implement projects focusing on Wash, FSL and Emergency response. Projects are ranging from immediate life-saving response (Water Scarcity in Rakhine, Emergency response to new displacements etc.) to the search for more sustainable solutions to protracted crisis (handover to communities and local organizations, capacity-building, community empowerment etc.).

SI’s main donors are FCDO, ECHO, CIAA, CDCS and UN agencies. The forecast mission budget for 2022 is EUR 6 million.

ABOUT THE JOB

General objective

As part of the coordination team, reporting to the CD, and working closely with the program and support departments at coordination level, as well as the base teams, the Grants Manager is the mission’s focal point on ensuring accountability to donors. He/she is in charge of:

  • Contributing to the mission’s strategic development.
  • Monitoring and identifying funding opportunities in line with SI country and global strategy.
  • Overseeing compilation of timely and high-quality proposals, reports and contract modification requests for submission to donors and consortium partners.
  • Monitoring compliance with donor procedures and capacity building of new and existing staff on internal accountability tools and donor procedures.
  • Proactively following-up on donor contractual obligations, from contracting to closing and archiving, and ensuring contractual obligations are known and understood by relevant staff/departments.
  • Centralizing and preparing relevant documentation for external audits and audit report archiving.

Functional manager: Grants advisor at HQ

Functional report(s): 1 Conformity Officer based in Yangon.

Depending on mission development, a Reporting & Communication Officer is also considered.

Main challenges

At the moment, it is estimated several months are needed to get a visa to get in country. As a consequence, the grants manager will have to work remotely, either from home and / or from a sub-regional office.

In such a context, the Grant Manager plays a key role in ensuring that the coordination between all departments and teams is efficient and to guarantee SI’s accountability.

Furthermore, as part of its program strategy SI is working with national implementing partners resulting in an increased need in terms of capacity building, training, monitoring.

Priorities for the first months:

  • Lead the development of planned concept notes and proposals (AFD, MHF, UNOPS, ECHO, BHA) while framing and re-defining the proposal development process according to the set-up and remote working environment.
  • Ensure the timely submission of high quality reports and build the capacity of both national and expatriate staff in this regard through the organization of trainings.
  • Develop and frame SI’s partnership strategy with local CSOs.

YOUR PROFILE

Education

University level degree, preferably a Humanitarian/International relations, Social sciences, Business School, Political Sciences, IEP / Sciences Po…

Experience

  • At least 1 year of experience in grants management and donor relations including developing proposals and writing reports, preferably as a Grant Manager – in a Mission with a financial volume > 5 million EUR and multiple donor’s contracts.
  • Previous field experience in a Mission with projects covering FSL, Shelter and WASH sectors, including with an emergency / rapid response component.
  • Previous experience in audit management
  • Proven experience in training & capacity building.

Preferred:

  • Previous experience in South Asia
  • Previous experience with SI
  • Previous experience working remotely

Technical skills and knowledge

  • Knowledge of the processes/rules of the key humanitarian and development donors (ECHO, BHA, CDCS, CIAA, UN Agencies, CBPF, EuropeAid, AFD, etc.)
  • Basic knowledge of WASH, FSL and Shelter sectors as well as Cash and Voucher assistance.
  • Basic knowledge of Emergency assistance and rapid response
  • Ability to review budgets and financial reports
  • Excellent writing and analytical skills

Capacity and willingness to work in remote is mandatory.

Languages

Bilingual in English + capacity to work with non-native English speakers.

French and Burmese are a plus.

SI WILL OFFER YOU

A salaried position According to experience, starting from EUR 1 980 gross per month (EUR 1 800 gross per month + 10% annual leave allowance paid monthly) i.e. + a monthly Per Diem of USD 700 per month once arrived on the field.

SI covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.

Breaks

During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every 3 months. For a one-year assignment, the expatriate will have a 7 working days break at 3, 6 and 9 months (with USD 850 allocated by SI). In addition to these, SI adds 1 additional rest day per month of work, i.e. 12 additional days off for a one-year contract.

Insurance package Expatriates benefit from an insurance package which covers all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system, including war risks. Essential vaccination and antimalarial treatment costs are refunded.

Living conditions

The grants manager lives in a shared guesthouse with other international employees.

The climate is hot and wet tropical. It can be cold on the bases during December – February period.

Please note that the current political situation and security context is volatile, but SI monitors it daily and adapts its procedures in order to ensure the security of all staff.

COVID19

Please note that the COVID 19 pandemic can impact the movements (flights and visa issuance). At the moment, please note there is a several-months delay to get in country.

Safety and security rules are regularly reviewed and adapted to the situation, to minimize the exposure to the COVID 19, in constant monitoring and adaptation to the context evolution. This include social distancing, teleworking and strict hygienic rules, such as regular handwashing etc.

Please note that SI strongly recommends its staff to get the vaccination against COVID 19, using WHO-approved vaccines.
