USAID’s Deputy Chief Human Capital Officer (DCHCO) is an SES position in the Office of Human Capital and Talent Management (HCTM). HCTM is responsible for all aspects of of human resource management and development in the Agency. This position is primarily responsible for the effective internal operations of HCTM and for assisting in administering the Agency’s human resources program.

The DCHCO works closely alongside the CHCO and the Senior Deputy Assistant to the Administrative (SDAA) in equal measure to lead the HR team serve the Agency in its most fundamental and imperative of operational needs. The DCHCO’s primary role is to provide continuity and direction in human resources expertise, communications, and strategy for the Office as a whole.

Responsible for all aspects of human resources management and development in the Agency, including three distinct personnel systems: Foreign Service, Civil Service, and Foreign Service Nationals, in addition to a wide array of other workforce populations including but not limited to, Administratively Determined (AD), Foreign Service Limited (FSL), Private Service Contractors (PSC), Institutional Support Contractors, among others. The activities of the Foreign Service and Civil Service systems, including recruitment, selection, placement, position classification, training, employee relations and labor relations must complement each other.

USAID has initiated a series of major internal reforms in accordance with Executive Order 13781. The primary aim is to make USAID more efficient, effective, and accountable. To implement the objectives and strategic priorities of these reforms, the functionality and/or location of this position within the agency is subject to change to meet the needs of the mission.
