The USAID Jordan Water Efficiency and Conservation (WEC) Activity, implemented by Tetra Tech International Development Services (www.tetratech.com/intdev), is currently accepting expressions of interest for a Market Systems and Private Sector Engagement (MS&PSE) Director. This position will be located in the main office in Amman, Jordan.

This $35 million, five-year project is in its start-up phase. The objective of the WEC Activity is to increase water use efficiency and conservation in Jordan by applying commercial incentives to the agriculture, municipal and industrial sectors and strengthening the government of Jordan’s governance over irrigated agriculture. Using a market-based approach to strengthen supply and demand, the Activity will expand on methods to disseminate innovative technologies to increase agricultural water use efficiency by facilitating activities that target systemic changes.

Responsibilities:

The MS&SE Director will report to the DCOP and perform the following duties:

* Lead MS&PSE Team Leads MS&PSE Team and provide technical leadership to ensure nuanced support is provided to Jordanian private sector entities, active in the water saving technology market, based on thorough analyses of their needs.

* Support design and implementation of market-based activities to enhance technical resources and skilled expertise for efficient and reduced water application in irrigated agriculture and surrounding efficient use of water conservation in the municipal sector.

* Work closely with other technical and administrative staff to ensure integration of technical areas as well as strong collaboration with relevant stakeholders.

* Work with international and local subcontractors to implement activities with one vision and ensure compliance with activity objectives.

* Ensure short term consultant assignments related to market systems and private sector engagement are properly implemented, integrated, and completed, with appropriate reporting provided and disseminated.

* Contribute to the project’s thought leadership by contributing innovative ideas, generating knowledge products, and presenting and educating the Jordanian audience on the market-based approach.

* Ensure the quality and timeliness of regular and ad hoc reports pertaining to one’s own work.

* Supervise: Partnership Lead; Agricultural Enterprise Specialist; BDS Specialist.

* Other duties as requested.

Qualifications:

* Bachelor’s degree or equivalent in a relevant field is required.

* Minimum of 7 years of professional experience in Market Systems Design/Development (MSD).

* Field-based experience on multi-year projects funded by USAID or other donors.

* Demonstrated experience working with and building capacity of private sector stakeholders.

* Demonstrate the ability to build networks with and among multiple stakeholders, especially private sector entities, to provide synergies and sustainable solutions.

* Experience working in Jordan, or the Middle East is highly desired.

* Fluent in spoken and written English. Functional capacity or higher in Arabic highly desired, but not required.
