About the Position

USAID/OTI Ethiopia Support Program (ESP) aims to provide pathways to a more democratic and stable Ethiopia by building an enabling environment for peaceful and inclusive consensus building processes. To this end, ESP works to strengthen intra- and inter-group relationships and actions, advance inclusive and constructive public discourse, and mitigate mis/disinformation and hate speech. Dexis Consulting Group is USAID/OTI’s implementing partner for ESP.

Dexis provides the personnel, systems, and technical capacity needed to ensure that ESP is operational, ready and able to develop new partnerships (grants) across the Amhara region, and active in providing oversight and support in grant implementation. Dexis’ Field Team brings the USAID and field experience, and operations savvy necessary for Dexis to quickly research, identify, and develop grants for activities with local organizations in compliance with Dexis, USAID, and local government regulations.

Dexis is seeking a Regional Program Manager (RPM) for ESP in Amhara Regional State. This is a full-time position based in Bahir Dar, Ethiopia with an immediate start date. The RPM will provide structural management to the Amhara team by overseeing grants and compliance, financial and administrative management, as well as grant development and implementation for the Amhara Region. In coordination with the Chief of Party (COP), who is responsible for coherence of program strategy and project development program-wide, the RPM will supervise the Amhara team and be responsible for the overall health of the Amhara portfolio. The position requires frequent travel around Amhara and to Addis Ababa (25%) and, occasionally, to other regions in Ethiopia.

Responsibilities

  • Provide program leadership to the Amhara team and ensure overall health of the Amhara portfolio by providing, coordinating, or otherwise arranging the required structural management and technical support for the Amhara team;
  • Ensure compliance to Dexis policies, USAID/OTI regulations, and local government laws throughout the grant development, implementation, and closeout phases for all grant activities of the Amhara portfolio;
  • Provide mentorship to all members of the Amhara team to ensure professional growth and development of technical skills and ensure upkeep of team morale;
  • Communicate closely with the COP, USAID/OTI, and other members of the Senior Management Team (SMT), to coordinate regional objectives with ESP goals to ensure program success;
  • Regularly consult the COP, DCOP-O, Finance Manager, HR Manager, Procurement & Logistics Manager, and MEL Manager in the Addis Ababa office on regional programming to ensure USAID grants management compliance is adhered to and that best practices are applied;
  • Coordinate to ensure quality inputs from the regional office is communicated for various ESP reporting and outreach products;
  • Communicate regularly with colleagues and key stakeholders to keep abreast of the Amhara socio-political and economic situation to advise SMT and to ensure the Amhara programming remains relevant and responsive;
  • Support the Amhara PDO(s) in local partner identification and activity development by providing management-level quality control during the activity development process and by ensuring that Amhara team members communicate and coordinate with one another;
  • Ensure that Amhara team members conduct regular and accurate monitoring and evaluation of activities, looping back to secure portfolio-level learning;
  • Ensure that the status and progress of activities are accurately captured on program platforms;
  • Support liaising between ESP and local and state government offices; ensure Amhara Regional State officials are kept informed of ESP activities;
  • Serve as a member of the SMT;
  • Undertake other duties as assigned by the COP.

Qualifications

  • Bachelor’s degree or equivalent university degree in a relevant field.
  • At least 7 years’ relevant professional experience.
  • Experience working in complex and challenging field operations, with at least 3 years in a supervisory capacity.
  • Experience working in either humanitarian or transitional program areas, as well as supervising or training local personnel.
  • Fluent in donor/contractor systems and office administration.
  • Well versed in directing programming an/or operational management of sub-grants, budgeting, financial management (tracking, reporting and accounting) and procurement.
  • Familiar with USAID’s policies and procedures regarding financial management, financial reporting, procurement processes and grants management.
  • Excellent interpersonal skills and an ability to manage a diverse range of professional relationships.
  • Fluency in written and spoken English.

Preferred Qualifications

  • Experience working in Ethiopia, with a clear understanding of the political context of this program.
  • Fluency in written and spoken Amharic.
  • Experience working with USAID/OTI.
  • Advanced degree in relevant area.
