Proposal Summary: The purpose of the Partnership Against Corruption (PAC) Activity is to assist the Government of North Macedonia and its oversight institutions to mitigate and address corruption. The activity will support the accountability of public institutions’ performance to improve their effectiveness and transparency in areas such as public services, spending and procurements and reduce vulnerabilities to corruption using digitalization and e-services. The activity will work with national and local level institutions and oversight bodies to improve their coordination through internal procedures, bylaws, exchange of information, self-regulation, develop systematic oversight and follow-on actions, and implement transparency and accountability measures to improve services and citizens trust in institutions. The project is expected to begin February 2023.

Position Summary: The Institutional Integrity Expert will guide the design and implementation of initiatives to: (1) promote transparency in human resources protocols (e.g., hiring, promotion, management), (2) foster an ethical work culture and driving behavioral changes among civil servants in compliance with ethical standards, and (3) ensure mechanisms are in place to hold government officials to account. Note: This position is contingent upon award.

Responsibilities:

  • Provide technical supervision and support to the design and implementation of the overall project activities to enhance institutional accountability and capability to deter corruption.
  • Develop, in collaboration with stakeholders, curricula for various groups of public servants concerning conflict of interest and ethics and integrity.
  • Design and pilot enforcement mechanisms to hold to account government officials who violate ethics standards.
  • Assess human resource protocols relevant to staff hiring and management.
  • Guide a team of staff and/or consultants to implement program initiatives.
  • Contribute to project planning, reporting and performance monitoring.

Qualifications:

  • Master’s degree or equivalent in public policy, public administration, economics, law, international relations, political sciences, social sciences or related field.
  • Minimum seven (7) years of demonstrated practical professional experience in designing, implementing and monitoring anti-corruption initiatives.
  • Demonstrated knowledge and experience of implementing effective accountability, transparency, public oversight, and anti-corruption activities, preferably in the Balkan region.
  • Demonstrated successful experience in establishing strong working relationships with governmental institutions.
  • Experience designing curricula, leading Training of Trainers, and assessing the efficacy of training programs.
  • Strong analytical and communication skills, including ability to engage stakeholder in dialog, lead formal meetings, and produce high quality practical reports and knowledge products.
  • Strong managerial/leadership experience and decision-making skills.
  • Strong ability to work in teams; creating an enabling environment, mentoring, and developing partners and colleagues.
  • Experience with USAID-funded activities and familiarity with USAID rules, regulations, and policies.
  • Fluency in Macedonian or Albanian and working proficiency in English required.
