OBJECTIVE OF THE POSITION:

Under the line management and upon delegation of Regional Technical Unit Manager, the Inclusion Technical Specialist contributes within the country where he/she is based to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. He/she ensures optimal quality and impact of the projects implemented in the country, through a delegation system with appropriate control mechanisms. He/she contributes to the sound management and successful functionning of the overall organisation through paradigm shifts.

REPONSIBILITIES:

Mission 1: Expertise

  • Contribute to the regional strategies in line with the global strategies
  • Provide sectorial technical input to the StratOps of the Programmes within his/her scope and in his/her sector, in line with the global StraTech and ensure relevant follow up
  • Ensure technical support to projects in line with the global technical frameworks and standards in his/her sectorial scope
  • Provide adequate technical guidance and support to Project Managers when relevant (adapt standards to PM’s tools, contribute to proposal writing and reporting) in line with strategies, standards and mandatory transversal approaches
  • Ensure adequate support to multi-sector responses within projects, in line with the other specialists
  • Ensure a local sectorial watch, best practices to adopt within his/her sectorial scope
  • Contribute to recruitment and briefing when relevant
  • Ensure technical learning from projects
  • Initiate and/or implement to projects’ technical learning within his/her sectorial scope
  • Control & monitor the technical quality and the relevance of HI’s activities in the Programmes under his/her scope
  • Ensure regular technical quality control of projects and programmes and issue warnings and recommendations
  • Monitor the implementation of audit recommendations, if applicable, in his/her sectorial scope
  • Ensure adequate support partners to manage activities under his / her scope
  • Ensure compliance of the technical proposition with nexus stakes
  • Contribute to the development of research and innovation projects in the region when relevant, in his/her sectorial scope a. Suggest and steer technical innovation projects b. Propose (Identify) the priorities of Research and Studies and steer R&S
  • Contribute to the Technical Divisions professional channel facilitation within the program
  • Take part to the global animation of the professional channels related to his/her sectorial scope
  • Animate a local talent pool in his/her sectorial scope and ensure co-development and monitoring of professional dvp plans

Mission 2: Influence

  • Contribute to the local external prestige and influence of HI’s expertise in his sectorial scope
  • Represent the technical expertise of HI throughout the local relevant networks (Sectorial Representation)
  • Contribute to advocacy on specific themes in line with the global advocacy priorities
  • Contribute to communication messages locally in line with the global communication priorities.

Mission 3: Business development.

  • Ensure the development of major opportunities or new projects in the region under his sectorial scope
  • Lead or contribute to the context analysis in his sectorial scope
  • Lead or contribute to the design and writing of new projects in the region and when asked in other countries within the Geographic Division.
  • Identify & transform major opportunities in the region under his scope.
  • Identify & develop local partnerships and/or consortium with NGOs, Institutions, Companies on technical priorities or important topics in the region under his sectorial scope
  • Contribute to the conception of major projects (multiple countries, one theme) or of new projects in the region.
  • Is the focal person for the provision of technical assistance
  • Identifies opportunities for ITA (pro-bono, joint intervention and commercial contracts) and propose a mission’s strategy to reach opportunities – in line with the operational strategy
  • Is the focal point for technical assistance commercial contracts (for the client-relation and administration)
  • Contributes to the mission’s partnership strategy definition and implementation
  • Based on the stakeholders mapping and the identification of key partners, initiate partnership framework
  • Together with the CM, establish key partnership – beyond implementing partnership

Mission 4: Institutional projects

  • Contribute to the support or implementation of emergency preparedness actions of the programme(s) and, during an emergency, adapts his/her working modality to contribute to an effective HI humanitarian response.
  • Is responsible for the implementation of the Be Inclusive action plan in the mission
  • Is responsible for supporting and monitoring the implementation of the DGA policy and action plan

THE SUCCESSFUL CANDIDATE will have:

Required :

  • Bachelor degree in relevant sector
  • At least 6 years in the field of international development, cooperation and/or humanitarian assistance
  • At least 3 years in technical positions
  • Knowledge of Disability Inclusion is mandatory

Preferrable:

  • Bachelor or Master degree in relevant sector
  • Experience with HI and knowledge of its fields of action, mandate, strategy and approaches is considered an asset
  • Experience in Egypt, with local authorities and international organizations is an added-value
  • Experience working with vulnerable persons (women, children, refugees, migrants, etc.) is an added-value

  • Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL
  • Fluent in English and Arabic (written, spoken, read)

  • Positive personality, with great diplomacy and orientation towards solutions
  • Adaptability, flexibility
  • Autonomy in work

Initial contract will be for a period of 9 months (to extend)
