Deputy Country Manager – Egypt

OBJECTIVE OF THE POSITION:

Under the line management and upon delegation of Egypt Country Manager, the Deputy Country Manager will be responsible for

  • Ensuring continuity of operational management during absences/gaps of a Project Manager and/or the Country Manager.
  • Support the mission’s partnership strategy.
  • Supporting the quality implementation of the operations in Egypt and HI4s institutional policies.
  • When delegated by the Country Manager, ensure external representation and manage communication and/or advocacy actions.

REPONSIBILITIES:

Responsibility 1: Management

    1. When delegated by the Country Manager, acts as Project Manager (absence, gap filling, etc.) as per the standard job description of Project Manager.
    2. Acts as PM during the induction phase for the launch of new projects/sectors, until the recruitment of a PM, when delegated by the Country Manager (as per standard PM Job Description).
    3. When delegated by the Country Manager, act as Country Manager (absence, gap filling) as per responsibilities and tasks delegated.

Responsibility 2: Contribution to the mission’s operational strategy and HI frameworks & regulations

    1. Contributes to the development of the programme’s operational strategy, and its implementation and annual monitoring, in liaison with Country Manager.
  • At the drafting stage: evaluates ongoing projects, contributes to context and sector analysis and the M&E framework.
  • Together with the Country Manager, performs the annual monitoring of the operational strategy and mission’s indicators on operational and technical progress.
  • When delegated by the Country Manager, leads the preparation and implementation of exploratory mission.
  • Designs and implements needs assessments and sectorial analysis, to inform projects’ design and the overall mission’s operational strategy, in coordination with the Regional Technical Unit.
    1. With the CM’s guidance, leads the definition, implementation and revision of the mission’s partnership strategy
  • Based on the stakeholders mapping and the identification of key partners, initiate partnership framework
  • Provide assistance to the mission’s staff on the partnership management’s cycle (from capacity assessment, to contractualization and implementation)
  • Together with the CM, establish key partnership – beyond implementing partnership
  • Support the implementation of sub-grants management
  • When requested by Country Manager, provides technical support to project manager on partnership management
  • Reviews and provides final validation on implementing partner’s reports.
    1. Supports the quality implementation and monitoring of the projects
  • Ensures the proper planning of induction phases and organization of kick-off workshops, in absence of Project Manager
  • Performs monitoring field visits of all the projects as required
  • Ensures the projects’ updates on P-Square
  • When requested by Country Manager, provides technical support to project manager on partnership management
  • Reviews and provides final validation on implementing partner’s reports.
    1. Ensures the deployment of and compliance with HI’s global frameworks, institutional policies and standards.
  • Is responsible for the implementation of the Be Inclusive action plan in the mission
  • Is responsible for supporting and monitoring the implementation of the DGA policy and action plan
  • Is responsible for supporting and monitoring the implementation of the Environmental agenda and action plan
    1. Contributes to grants development and grants management
  • Contributes to the fundraising strategy defined in the programme’s operational strategy:
  • Within the operational framework defined in the StratOp, when delegated by the Country Manager, identifies and transforms specific funding opportunities in the country, conducts the design and drafting of new projects (country scope) and contributes to the design, drafting and fundraising of major multi-country projects (under the responsibility of the TUM).
  • Develops regular contacts with specific donors delegated by the Country Manager at field level, in coherency with overall programming and fundraising strategy.
  • When delegated by the Country Manager, in liaison with the Regional Technical Unit Manager, identifies and develops local partnerships and/or consortia with NGOs, institutions and companies on technical priorities or important topics in the country/region.
  • Supports the development of commercial contracts for Technical Assistance, when delegated by the Country Manager
  • Reviews donor reports and coordinates the submission to donors
  • Compiles and reviews the mission’s monthly operational report

Responsibility 3: Representation

3.1: When delegated by the Country Manager, he/she acts as representative in the country for the whole of HI, both internally and externally, and promotes the excellent reputation and positive image of HI. This includes:

  • Representation of HI vis à vis pre-defined local, national, traditional, political, military and diplomatic authorities and bodies, as per the delegation by the Country Manager.
  • Representation of HI vis à vis pre-defined international organizations and coordination mechanisms & systems, as per the delegation by the Country Manager.
  • Negotiation and monitoring of pre-defined operational partnerships, in liaison with the Country Manager.
  • Is the focal point for pro-bono requests for HI technical assistance

THE SUCCESSFUL CANDIDATE will have:

Required :

  • Bachelor degree in relevant sector
  • At least 6 years in the social / humanitarian / development sector with an NGO
  • At least 2 years as project or program manager with an INGO
  • Proposal writing / project development skills
  • Very good reporting skills
  • Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL
  • Fluent in English and Arabic (written, spoken, read)

Preferrable:

  • Master degree in relevant sectors/fields
  • Experience with HI and knowledge of its fields of action, mandate, strategy and approaches is considered an asset
  • Technical experience in the disability inclusion
  • Experience in needs assessments and reporting
  • Diploma in Project Cycle Management

Initial contract will be for a period of 9 months (to extend)
