Background Information – International Commission on Missing Persons (ICMP)
ICMP is a treaty-based intergovernmental organization with its Headquarters in The Hague, the Netherlands. Its mandate is to secure the cooperation of governments and others in locating missing persons from conflict, human rights abuses, disasters, organized crime, irregular migration and other causes and to assist them in doing so. It is the only international organization tasked exclusively to work on the issue of missing persons.

ICMP aims to update and modernize its website.
The upgrade will include:
- Improving the website structure to make it substantially more navigable;
- Introducing an efficient search function;
- Reorganizing the content to highlight key elements of ICMP’s work;
- Making content more readable/accessible;
- Increasing the use of graphics and video; and
- Making the site more appealing overall.
The website redesign should follow the latest trends in graphic design to make core information easily accessible from the home page.
Current Website information
The current website can be found at https://www.icmp.int. The website is available in four languages: English, Bosnian/Serbian/Croatian, Arabic, and Spanish, with Ukrainian to follow. Two ICMP departments are responsible for maintaining the website, the Communications Unit and the Information Technology (IT) Department. The Communications unit is responsible for providing content, while IT is responsible for technical maintenance.
Scope of Work
The Contractor will be expected to work remotely. Communication will be conducted via Microsoft Teams, e-mail, phone, etc. and through in-person visits (if needed), including but not limited to sharing details of the design while it is in progress (including revisions arising from feedback sessions with ICMP), providing regular updates on the status of work, and seeking continuous input and feedback/agreement on site features that are in progress, as well as related tools.
The contractor must provide ICMP with a technical proposal and an indication of the relative cost of the Expected Outputs
Functions / Key Results Expected
The successful contractor will deliver the new design of the ICMP website, making it more modern, accessible, appealing and user-friendly. The new website will display the information currently on ICMP’s website in a way that is more effective; particular features/pages, such as “Online Inquiry Center”, “Report a Missing Person”, “News/Press Releases”, “ICMP Videos”, “Resources tab”, and “Twitter feed” will be highlighted. The new website will be available in a version suitable to use on the tablets and mobile devices. The new website will retain the tabs related to language options / About Us / etc. on the existing website. The new design will reflect both the contractor’s vision and input from the ICMP team, who will identify the important features that need to be highlighted on the home page. The contractor will provide a style guide and home page and sub-page design mock-ups for final approval by the ICMP team.
All activities related to production and deployment, in the final hosting environment, of the application and content will be the responsibility of the successful bidder.
Design and Layout for the Re-design of the Website
The successful Contractor must propose and implement a new layout for the ICMP website based on the 12-grid system. The layout must be clear, and facilitate access to information. It must be sober and reflect the image of ICMP as an international organization. The Contractor must provide three possible samples in terms of design and layout. Based on the chosen sample, the Contractor will finalize the design and layout following input from the ICMP team. The ICMP team and the Contractor will exchange views on options with unlimited frequency in order to finalize the design and layout.
In addition, the successful Contractor will be required to provide the basic design style guide, which should include a definition of color palette, typography, image size and aspect ratio, and style of the form elements.
The website will be in English, Bosnian/Serbian/Croatian, Arabic, Spanish and Ukrainian, so the fonts, design layout and other deliverables must be compatible with these languages, including the specificities of Arabic and Ukrainian script and fonts. The website will have the capacity for more languages to be added in the future.
Project Timeline
- The duration of the work for the contractor is estimated to be between 30 to 45 working days. The work will start as soon as possible after signature of contract and will be subject to the availability of ICMP’s staff. ICMP would like the website to be ready for launch by March 2023 at the latest (earlier if possible).
- The successful bidder will develop an all-inclusive time schedule that includes development and project management, graphic and technical implementation, and final acceptance. The expected deliverables and planned schedule are presented below. Each phase can be understood as completed only after approval by ICMP. The next phase cannot begin before completion of the previous phase. The bidder will provide a completed planning schedule and brief implementation plan with the proposal. The schedule will be subject to agreement in advance between the successful bidder and ICMP.
- The successful bidder will be expected to guarantee support for the entire run-in period up to fine-tuning, with immediate intervention in the event of application bugs.
Qualifications of the Successful Contractor

- Experience of at least 5 years in providing website design for Enterprise-level companies and/or International organizations of a nature similar to ICMP. Provide brief history of consultancy / company.
- Client references for relevant projects of similar nature (minimum of two recent websites previously created and successfully implemented). Provide names and contact details of references.
- Portfolio of previously designed websites. Provide a minimum of 5 published websites of similar requirements which ICMP can review online. These may include the 2 websites in 7.2 above.
- Evidence of experience. Provide the CV(s) of the staff/individuals who will perform the required services.
Financial proposal
This is a lump-sum project. The vendor will provide a breakdown of lump-sum costs.

- Custom website graphic design of the homepage and standard pages.
- Delivery of the custom responsive html5/css3/JavaScript templates for the above graphic design of the homepage and standard pages.
- Hourly rates for future small modifications or change requests.
Award Criteria
The ICMP will evaluate the technical offers on the basis of the evaluation elements and related maximum scores indicated in the table
Ownership
The website and any software developed by the successful bidder during the course of the tender and the third-party software provided, will remain the property of ICMP, which may at the expiry of the tender proceed to re-use the software developed.
