Description

 

Search for Common Ground is recruiting a HR Officer to provide efficient support and ensure the success of admin and human resource tasks. The HR Officer undertakes duties and responsibilities that are focused on the following key areas: Implementation of HR strategies and policies, Effective HR management, Staff performance management, and Facilitation of knowledge building and knowledge sharing. Based in Erbil, she/he will report to Iraq Country Director and work closely with Senior Management Team, the MENA regional HR Business Partner and the global HR team at HQ.

Key Responsibilities

      • HR Strategies and Policy Implementation
      • Full compliance of HR activities with Search rules and regulations, procedures and strategies; effective implementation of the internal control.
      • Continuous analysis of HR strategies and policies, assessing the impact of changes and making recommendations on their implementation in the CO.
      • Continuous research of the matters related to conditions of service, salaries, allowances and other policy matters.
      • Elaboration and introduction of measurement indicators, monitoring and reporting on achievement of results.
      • CO HR business processes mapping and elaboration/establishment of internal
      • Standard Operating Procedures (SOPs) and Iraq Employee Handbook
      • Implementation of the strategic approach to recruitment in the CO, proper use of contractual modalities, forecast of the staffing needs, performance evaluation and staff career development management. Roll-out Safeguarding systems and act as lead for CO.
      • Lead code of conduct investigations with senior leadership.
 

Section II

    • Effective Human Resources Management Management of recruitment processes including job descriptions, job classification, vacancy announcement, screening of candidates, chairing interview panels, making recommendations on recruitment.
    • Oversight of recruitment under Search projects. Review TORs, ensure commensurate with functions and level and support hiring managers in reviewing and finalizing TORs.
    • Prepare vacancy announcements and upload on the Search Job portal (Lever) and advertise in other media.
    • Carry out the full process of recruitment from advertising up to identification of suitable candidates.
    • Review and identify options to widen search for talent
    • Ensure recruitment processes are adhered to according to established rules and regulations and frameworks
    • Management of contracts in and outside Search online systems.
    • Monitoring and tracking of all transactions related to positions, recruitment, HR data, benefits, earnings/deductions, retroactivity, recoveries, adjustments and separations through Atlas.
    • Upon delegation of responsibility, performs HR Manager functions in Bamboo/Lever systems.
    • Prepare contracts and ensure benefits are assigned correctly according to the contractual modality.
    • Development and management of consultant rosters.

Section III

    • Staff Performance Management
    • Elaboration and implementation of the protocol for performance appraisal process (DEP), facilitation of the process, elaboration of performance evaluation indicators in consultation with the Senior Management.
    • Identification of merit-increase and promotions based on DEPs.

Section IV

      • Facilitation of Knowledge Building and Sharing
      • Organization of trainings for operations/ programme staff and Local Partner staff on HR related topics.
      • Synthesis of lessons learnt and best practices in HR.
      • Sound contributions to knowledge networks and communities of practice.

Education

    • A university degree or equivalent certificate/diploma or similar qualification from a recognized establishment or equivalent experiences.

Qualifications & Preferred Skills

 

Qualifications

    • At least 3-5 years’ professional experience in a comparable position
    • Additional training/certification in Payroll Management – may be advantageous.
    • Labor Relations certification – may be advantageous.
    • Experience as a Skills Development Facilitator – may be advantageous.
    • Able to engage in meaningful negotiation and resolution.
    • Knowledge of employment legislation.
    • Excellent verbal and written communication skills.
    • Protecting the interests of all employees.
    • Full understanding of HR functions and best practices.
    • Strong experience in coordinating and planning events
    • Strong knowledge of local context and market dynamics Iraq Fluency in oral and written Kurdish, Arabic and English.

    • Excellent interpersonal and networking skills, as well as the ability to build and conduct effective professional working relationships.
    • Tech savvy – good understanding of various platforms and HR softwares.
