ESPONSIBILITIES

What you will do

  1. Implement NRC’s systems and procedures across area office level.
  2. Ensure adherence to NRC policies, handbooks, guidelines, and donor requirements and national labor law in all processes and procedures.
  3. Prepare and submit HR analytics reports to inform management decision and direction for the area office
  4. Ensure proper filing of all HR and Administration support document
  5. Support line managers in procedures and required support team trainings
  6. Line manage and build capacity for the HR and Administration staff
  7. Advice in personnel conflicts/processes, lead the implementation of the the area office Duty of Care standards and activities according to Plan of Action and as required.
  8. Coordinate staff recruitment and exits, introductions, training, staff benefits schemes etc.
  9. Ensure that staff records in all offices under area office are up to date, filed appropriately (both manually and electronically and indexed) in accordance with SSDI.
  10. Conduct field visits to all area office related sub-offices and centers to conduct spot checks, attend related meetings, and follow up on HR and Administration matters and address concerns.
  11. Actively promote PSEA (Protection from Sexual Exploitation and Abuse) standards & principles within NRC and amongst beneficiaries served by NRC.

Specifically, you will;

  • Ensure proper implementation of the various policies and procedures related to incentive workers; and provide managers and staff with guidance and support on their implementation and NRC’s minimum standards.
  • Play an active part in the implementation of NRC People HRMS and ensure data is updated and accurate at all times, while providing staff with the required support, follow up, and guidance on its use.
  • Follow up and ensure proper implementation of NRC Terms of Employment, NRC’s Code of Conduct, and all related policies including leaves, holidays, allowances and benefits, and entry and exit, etc.
  • Oversee and ensure filing and archiving is performed following NRC minimum standards and data protection guidelines.
  • Carry out recruitment activities as needed including job design and analysis, development and update of job descriptions, carry out behavioral interviews, advise and guide managers on the process and ensure compliance to the minimum recruitment standard at the area office.
  • Timely preparation of the monthly payroll data and submit to the Country Office for processing while ensuring accurate documentation of supporting documents.
  • Provide line managers and staff with advice and guidance on all HR matters such as recruitment, performance management/Goals, conflict resolution, duty of care principles, etc.
  • Take an active role in HR Fact Finding processes as needed and as advised by the Investigation Coordinator and HR & Administration Manager.
  • Promote a one-NRC approach in accordance with NRC Competency Framework / organizational behavior and culture among staff through awareness sessions, inductions, and other trainings as assigned.
  • Administer training sessions related to HR and Administration and relevant activities as needed and as delegated by the Country Office HR and Administration Manager.
  • Actively participate in the development and implementation through the working groups in the Country HR strategy and Plan of Action.
  • Support HR colleagues in other Area Offices and in the Country Office in related HR matters as needed and in direct coordination with the Line Manager and the Human Resources Manager.
  • Ensure timely completion of administrative tasks by following up and maintaining organized records to keep projects on track.

QUALIFICATIONS

  • Experience from working as a HR Coordinator in a humanitarian/recovery context
  • Previous experience from working in complex and volatile contexts
  • Documented results related to the position’s responsibilities
  • Knowledge about own leadership skills/profile
  • Fluency in English and Arabic, both written and verbal. Knowledge of Kurdish is an advantage
  • Bachelor’s degree in a related field
  • Minimum 3 years of relevant work experience in a supervisory role within Human Resources
  • Knowledge of the relevant laws and statutory requirements in KRI/Iraq
  • Experience in supporting teams in different geographical areas
  • Proficiency in the use of Microsoft Office Applications and HR systems

Contract Duration: until 31 December, 2024 (our contract renewal cycle runs from January to December)
Duty Station: Dohuk- Iraq with 20% travel to Erbil.

Salary: G7/S1, According to NRC’s Iraq salary scale and terms and conditions.
