Caritas Switzerland (CACH) is one of the leading Swiss NGOs in the field of poverty reduction in Switzerland and abroad. International Cooperation programmes focus on humanitarian aid, income generation, climate change and migration. Caritas Switzerland works through local implementing partners in the Ukraine Crisis Response, focusing on providing technical value-added specifically in livelihoods, protection, shelter, and WASH.

The Program Quality (PQ) Advisor will be responsible to provide quality management services to CACH to enhance program impact and learning across its sectors and mainstreaming areas. She/he will provide high-quality program quality technical assistance in the field of sectoral development (Protection, Shelter, WASH, Livelihoods, and mainstreamed areas such as gender, conflict sensitivity, MHPSS and cash assistance) and ensure PQ tools and measurement means to comply with across the programme and facilitate organizational learning from program results. She/he will document the best practices and suggest the key performance indicators (KPI) for PQ management at the end to practise and scale within the organisation.

Your duties

Key responsibilities

  • Provide an advisory support role and quality assurance function with respect to CACH programme, and to the programme team
  • Provide technical assistance to strategic planning, capacity development and performance management components of CACH programme
  • Provide strategic advice and technical assistance with the design and implementation of monitoring frameworks and conducting evaluations
  • Develop and finalize the prescriptive content for Programme Quality Standards
  • Lead on promoting the integration of interventions sectors into programme implementation and impact assessment, and work with the programme team and partners to develop innovative linkages and knowledge sharing between sectors and programme

Programme Development & External Representation

  • Create and maintain an active relationship and network for CACH with other technical sector counterparts
  • Capacity build and train the in-country team on programme development
  • Provide technical input on all proposals and concept notes (coordinating assessments, narratives, technical sections) in close coordination with Head of Programme and Country Director
  • Maintain a clear picture of donor calls, opportunities, country specific and regionally relevant response plans
  • Support on the development of an in-country funding strategy

Programme Quality

  • Actively contribute to programme strategy development ensuring cross cutting themes (Safeguarding, gender, conflict sensitivity, disability and accountability) are integrated in programme design and implementation
  • Take the lead in initiatives related to protection mainstreaming: AAP and Safeguarding policy development, oversight and implementation
  • Work closely with the country team and grants coordinator to ensure that the grant management system is effectively implemented
  • Work in collaboration with the Head of Programme to coordinate the work of a multi-location and multi-skilled team, ensuring quality outcomes and collaboration within the team to achieve programme strategy
  • Leads on preparation of needs assessments incl. baseline studies
  • Support the team of technical advisors to ensure the programme team and partners receive on time technical support

MEAL

  • Implement and improve the Monitoring & Evaluation framework and systems for collecting, tracking, analyzing and reporting the progress of activities against organizational and project targets and outcomes
  • Support the monitoring and evaluation planning and implementation of projects
  • Support the MEAL team to ensure on time monitoring, evaluation and learnings are captured on time and inform quality design and delivery
  • Ensures that projects’ MEAL plans are in place and coordinated MEAL related activities with PCs and partners
  • Advising and working with partner to strengthen M&E systems and data quality
  • Match data with narratives and stories to better illustrate impact
  • Work with the communications team to develop knowledge products including technical and programme and policy briefs, impact stories

Knowledge Management

  • Participate in the relevant Communities of Practice
  • Complete lessons learned as per reporting format
  • Incorporate lessons learned from others as per planning format

Our requirements

  • Advanced degree in International Development, Social Sciences, Monitoring and Evaluation, or business administration
  • At least 10 years’ experience in humanitarian and development programming, preferably in INGOs, out of which five years at grassroot level work
  • Demonstrated understanding of the inter-relations between operations and programming
  • Familiarity with the humanitarian and development trends in Ukraine is highly desirable
  • Previous experience in programming in Ukraine would be desirable
  • Significant experience in program design, implementation, monitoring, and evaluation, preferably within the non-profit sector
  • Demonstrated understanding of quality assurance mechanisms and program evaluation techniques
  • Ability to facilitate M&E capacity-building approaches
  • Strong analytical and problem-solving skills, ability to handle complex issues
  • Excellent communication skills, with proficiency in report writing/presenting data
  • Leadership and team management experience, with the ability to mentor and support staff
  • Fluency in English is required. Knowledge of Ukrainian and/or Russian is an asset

Your place of work will be 50% Remote, 50% Ukraine (Lviv and project site visits to East and South, security permitting).
Starting date: 1 February 2024 or as agreed upon. Fixed term until 31 July 2024 – with potential for extension.
