Background:

Living Water International (LWI), headquartered in Houston, Texas – USA, is a global Christian non-governmental organization that exists to demonstrate the love of God by helping communities acquire desperately needed clean water, and to experience “Living Water,” the gospel of Jesus Christ which alone satisfies the deepest thirst. LWI programs are clustered into three key areas: water access, hygiene & sanitation promotion, and Church & Community engagement. In Africa, the organization operates in nine countries and its hygiene and sanitation is focused on communities and institutions such as healthcare facilities, churches and schools using a multiplicity of approaches over the last decades.

In the past few years, the organization developed resources—like LWI strategy – overflow 25, Sanitation &Hygiene strategy, curriculum, quality standards, program guides, flourish model, and adopted country-specific documents—all geared towards implementing sanitation and hygiene. The consultant needs a broad understanding across countries to create the best manual. Hence, the consultant shall consolidate these resources into one manual for easier access to all related documents.

Living Water Africa Region (LWAR) is looking for a consultant to consolidate existing Sanitation and Hygiene (S&H) resources into a detailed sanitation and hygiene promotion manual. This manual will be vital for ensuring the successful implementation of sanitation and hygiene programs in the region, serving as a crucial tool for staff, partners, and program stakeholders.

Purpose:

The purpose of this consultancy is to review, determine appropriateness and consolidate all existing S&H resources and practices into a comprehensive S&H manual specifically tailored towards Overflow 25 Strategy and Theory of Change.

The existing resources include, Sanitation & Hygiene strategy, curriculum, quality standards, program guides, flourish model, and country-specific documents, and LWI strategy – overflow 25.

Objectives:

  1. To review all the existing S&H resources- (Strategy, curriculum, LWI Quality standards, guidelines, flourish model, among others) and promotional practices in LWI Africa region.
  2. To consolidate the resources into a comprehensive sanitation and hygiene promotion manual tailored to the specific needs of Living Water Africa Region.
  3. To ensure the manual is based on best sector practices, and aligned with LWI global strategy, and SDGs.
  4. To conduct Training of Trainers (TOT) training for all Living Water Staff.

Scope of Work:

The consultant will be responsible for the following tasks:

  1. Conduct a thorough desk review of existing sanitation and hygiene promotion literature, resources, and practices within and outside Living water.
  2. Conduct a virtual consultation with Africa countries to document their current practices and the various tools they employ- highlighting what works and what is not.
  3. Draft a consolidated sanitation and hygiene promotion manual suitable for the Living Water Africa Region.
  4. Create training tools and aids where necessary, to guide training for Living Water staff in how to use the manual.
  5. Provide TOT training to staff, partners, and stakeholders on how to effectively use the manual.

Deliverables: The consultant is expected to deliver the following:

  1. Submit an inception report based on the comprehensive desk review and the TOR, complete with an outline of the manual.
  2. Draft sanitation and hygiene promotion manual for Living Water, complete with proposed tools and aids.
  3. Final S&H manual and tools.
  4. Submit a detailed TOT training report.

Consultancy period:

The consultancy is expected to take place within four calendar months with an estimated twenty working days from the contract signing date. The consultancy is set to commence on 1st January 2023 and conclude by 29th March 2024.

Qualifications:

  1. Relevant degree or certification in public health, environmental science, or a related field preferred.
  2. Minimum 5 years of experience in developing sanitation and hygiene promotion manuals.
  3. Experience working in Africa, preferably in the water, sanitation, and hygiene sector.
  4. Excellent communication skills in English.
  5. Proven experience in developing sanitation and hygiene manuals for similar organizations.
  6. Expertise in water, sanitation, and hygiene (WASH) best practices.
  7. Forceful communication and training facilitation skills.

Consultancy work plan and travel: The consultant will be required to develop appropriate work plans and budget as part of their bid. These will be executed upon agreement with Living Water. No international travel required for this assignment, training and consultation shall be virtual in nature.

Part 1: Technical Proposal

It should have three (03) pages maximum and should restrict provide responses to the following questions:

  • Which methodology will be adapted to accomplish this assignment?
  • Which tools will be used for data collection?
  • What is your experience in undertaking similar assignments?
  • How will you undertake the various tasks for this assignment?

The responses to these questions should not exceed three pages as said above. Part 2: Attachments

The consultant should also submit the following documents as attachments.

  • Detailed budget or cost proposal (in excel). Include all costs associated with the assignment.
  • Detailed timeline or work plan (in excel or word). This should be in days.
  • Resumes of the key personnel (2 persons -Max). Not exceeding 3 pages.
  • Recommendation Letters. Alternatively, you can attach past similar contracts.
  • Samples of previous work (at least one) from similar work.

ALL proposals which do not meet the above format will not be considered for evaluation.
