Role purpose

Provide effective and efficient human resources operational support to the DRC Team, ensuring a high standard of customer service is provided with a focus on managing staff data and maintaining the HR systems. To support in the recruitment and onboarding of staff within the country office and contribute to the management of staff within the employee life cycle. To provide training and mentoring for CA DRC field staff and implementing local partners supply chain management to enable the team to function smoothly and effectively.

Key outcomes

  • Maintain and update staff personnel files with all relevant documentation as per the CA standard checklist
  • Maintain and update consultant files with all relevant documentation
  • Maintain data on Starters / Leavers, Sickness, Probation and renewal of contracts.
  • In conjunction with the Operations & Finance Manager and program staff, ensure project procurement plans are completed (transport, warehousing and distribution), followed effectively and revised where necessary. Prepare Purchase Requests where required; arrange transportation, responsible for prepositioning of emergency and buffer stocks.
  • Regularly update and disseminate an emergency version of the procurement plan, tracker and stock report of emergency stocks. Respond to any queries regarding procurement status and emergency stock levels from the field team.
  • Support field teams to carry out local market assessments and increase local procurement and encourage purchase at field level where possible.
  • Compliance with Christian Aid policies, procedures and standards especially in the areas of HR, Administration and procurement processes.
  • Effective and efficient Administrative & HR systems in place throughout the office and for managing relationships with partners and external suppliers.
  • Tier 1 HR support, including legal, managing contracts, local procurement and first line technical support
  • Support external suppliers working to agreed service level agreements through effective relationship management.
  • Provide quarterly report on Annual leave balances & monthly report on staff absence and timesheet entries.
  • Build database of relevant recruiting agencies, consultants and employment regulatory institutions.
  • Create awareness of HR Policies to staff
  • Support the co-ordination of learning initiatives.

Essential

  • Previous HR administrative experience particularly in recruitment, onboarding and staff data management.
  • Strong skills, including experience of Microsoft Office and databases to an advanced level.
  • Working in a customer care environment.
  • Understanding of the labour laws in DRC
  • Team player able to organise and prioritise workload
  • Sound knowledge of Microsoft Office suite including Word and Excel. Knowledge of managing databases and producing reports. Numerate and able to undertake calculations such as annual leave entitlements.
  • An understanding of data protection and the need for confidentiality.

Desirable

  • A degree in business administration, HR, Operations
  • Possess supervisory skills
  • Experience of administration and financial processes
  • Ability to manage a wide range of complicated issues.
  • Proven experience of producing and analysing data accurately. Able to maintain confidentiality and use of discretion where appropriate
  • Clear and confident telephone manner
  • Ability to communicate in English
