JOB CONTEXT:

HI have been intervening in Yemen on and off for the last 12 years, with its actions initially focused on development issues. Since 2015, HI interventions have been adapted to the current context of conflict in the country.

In parallel, HI implements inclusive humanitarian action, by increasingly piloting inclusive interventions and promoting disability inclusive coordination and programming.

HI activities are very consolidated in Sana’a governorate, Aden, which opened in 2019, and Mokha, which started implementing in 2020. Activities in Hajjah and have been launched in 2021, and Hodeida in 2022.

We are currently looking or our future HR Manager.

YOUR MISSION:

Reporting to the Country Director, the Human Resources Manager‘s main missions will be:

  • Management:
  • Organises the operational management of his team and structures work around the processes identified,
  • Embodies HI’s values on a daily basis and is a role model,
  • Contributes to the development of his team members and ensures compliance with the code of conduct and institutional policies, morale, and the individual and group behaviour expected.
  • Designs the HR part of the strategy and oversees it is associates action plan:
  • Drafts, revises and implements the HR part of the Programme’s operational strategy in compliance with HI’s policies and mandate.
  • Translates the HR strategy into action plans for the Programme as a whole.
  • Produces, compiles and analyses standard HR indicators for the Programme’s dashboard
  • Represents HI externally with regard to HR aspects and develops the local partnerships required for the development of his/her scope of responsibility.
  • Rolls out Standards, contributes to HI’s Expertise and Accountability in his/her scope of responsibility:
  • Is responsible for the deployment and monitoring of the quality of all HI’s HR policies, processes and tools in his Programme.
  • Is responsible for the legal and regulatory monitoring of the entire
  • Is responsible for the quality and observance of the programme’s auditing, internal control and archiving procedures
  • Operational implementation of HR
  • Oversees the dimensioning and quality of Programme resources:
  • Oversees the Programme’s Career Management and Skills Development systems:
  • Assists managers on his Programme with the implementation of HI’s HR policies.
  • Emergency preparedness and response

Oversees emergency preparedness actions in his department and, in the event of an emergency, reorganises the priorities of his team in accordance with the humanitarian imperative, in order to ensure a rapid and effective response by HI.

YOUR PROFILE:

  • You have training in Administration, Human Resources Management or similar fields,
  • You have at least 3 years in a Manager/Coordinator position in HR,
  • You have a confirmed experience in team management,
  • You are capable of representing HI’s legal and HR framework,
  • You are capable of leading change,
  • You are solutions-oriented, flexible and able to manage stress and to work in multicultural and multi-disciplinary team,
  • You speak English and Arabic.

CHARACTERISTICS OF THE POSITION:

The position is based in Sana’a. The expatriate is expected to travel between HI bases (Aden, Mokha and Hajjah). In the four locations, shared guesthouses well equipped with a safe room, most of the work is done at the office but there are some possibilities to go out for work purposes. Outside movements are possible for some extra-professional activities in Sanaa and Aden. All movements are done by car. HI has set up a curfew. The situation is relatively calm in Sana’a and Hajjah nowadays. However, the security is volatile in southern areas.

The mission has put in place adequate security rules and processes to allow teams to work in a safe environment. Despite the country’s situation, the risk for expatriates remains limited and no critical incident happened over the past period.

Local medical capacity remains a concern for the person with fragile health, ongoing treatment and that needs close medical follow up.

Dress code: Men will be required to wear long pants and at least a short-sleeved shirt. Women are required to wear the abaya and hijab (headscarf) outside of the compound. For female staff in the office, appropriate attire includes long pants and long sleeve shirts.

  • 18 months International contract starting from 15th, august 2022

  • The international contract provides social cover adapted to your situation:

    • Unemployment insurance benefits for EU nationals
    • Pension scheme adapted to the situation of our employees: If you already have a personal pension scheme HI will contribute at the same level of your personal monthly contribution with a maximum of 272.53€/month ; If you do not have a personal pension scheme, we will open a private pension account with your contribution of 272.53€/month and a contribution of HI of the same amount
    • Medical coverage with 50% of employee contribution
    • Repatriation insurance paid by HI
  • Salary from 2869€ gross/month upon experience

  • Perdiem: 547.90 € net/month – paid in the field

  • Hardship: 500 € net/month paid with your salary

  • Paid leaves: 25 days per year;

  • R&R: 5 days every 6 weeks => + possible transport/package support.

  • Position: unaccompanied

  • Payment for travel costs (air ticket & visa) and transport of your personal effects (from 12 months of mission)

  • Mission of more than 12 months : a child allowance of 100€ per month, per child (from the second child) paid in the field

  • Housing: Collective taken in charge by HI
