We are looking for: HR Administration Manager

Department: HR Administration

Direct Manager: Head of Administration Number of Team members to manage: 0 for the moment

Working %: 100%

Position based in: MSF WaCA HQ

Mobility: Some field visited in the Countries of interventions in Central and West Africa

Type of contract: Fixed term contract

Duration: 6 months renewable

Position to be filled on: 1st November 2022

General Objective:

The overall objective of this role is to build an HR & Administration Organizational structure for WaCA Office in Ghana. The HR & Administration Manager will be responsible for the effective implementation of WaCA HR strategy, policies and procedures in Ghana. He/she is responsible for the management of Human Resources for national and international staff in the mission within the framework of the national legislation.

Main responsibilities:

  • Support in the setup of Administration structure;
  • Handle all the administrative matters related to travel and hospitality of MSF visitors and Staff in;
  • Responsible for the implementation of HR policies for national human resources defined in collaboration with the Head of HR and Administration;
  • Ensure the alignment of all the HR Administration policies and Procedures to Ghana employment Law;
  • Coordinate the administrative management of local teams, to outline and update the HR management procedures and tools, in accordance with the Ghana labor law and WaCA HR policies. (Recruitment, Onboarding, Briefing and Debriefing, Leaves, training, Payroll, end of contract, etc);
  • Monitoring any risks associated with HR management;
  • Ensure the optimization of HR, administration and payroll tools and procedures (contract templates, etc.);
  • Ensure that administrative personnel files are created and filed , ensure that employee documents are in accordance with working;
  • Organise and ensure an effective communication of all HR and Administrative policies and procedures;
  • Create and maintain a close relationship with the Ghana labor office, Social Security office and the employment-related tax revenue office;
  • Ensures that all legal obligations in terms of labor law are respected (employment contracts, remuneration, leave, declarations, etc.);
  • Prepare the payroll and ensure that all the employment taxes and social security Declaration and payments are done in deadlines.

Job Profile

Education / Qualification / Pre-requisites:

Required: Bachelor’s Degree in human resources, business administration, social science or any other relevant field.

Preferred: Master’s degree in Human Resources, business administration, social science or any other relevant field.

Competencies / Skills:

  • Strong leadership capacity with proven ability to drive change and continuous improvement of HR function;
  • Ability to develop and implement strategies and monitoring systems;
  • Capacity to develop clear positions and recommendations for Senior Management;
  • Strong ability to read, understand, summaries complex material;
  • Experience in people management of multicultural teams;

Professional experience required:

  • Minimum of 5 years’ experience working on an HR and admin role in a humanitarian or similar International 0rganisation;
  • Good knowledge of HR Policies and Procedures;
  • A Good understanding of the Ghana and Ivory Coast Labor Law (Understanding of the Niger and Nigeria Labor Law is an asset);
  • Knowledge of the MSF organization and its practices is an asset;
  • Experience in an international organization, humanitarian and/or multicultural environment is an asset.

Languages skills:

  • Fluency in English and French (ability to conduct interviews and to write reports in both languages).

Computer skills:

  • Proficiency and excellent knowledge in computers and Microsoft office (Excel, Word, PowerPoint, Homere, Oracle, etc.
