  1. Context of the Consultancy

Action Against Hunger (ACF) is a leading humanitarian agency working to combat hunger, malnutrition and its determinants in over 45 countries worldwide. Eleven years into the Syrian conflict, over 1.3 million Syrian refugees are estimated to be living in Jordan. This influx of refugees has strained Jordan’s economy and resources.

With field offices in Irbid and Azraq and a head office in Amman, ACF has been operational in Jordan since 2013, delivering livelihoods, social protection, MHPSS, and WASH programming in Irbid, Zarqa, Mafraq, and Madaba governorates. Through its livelihoods and social protection program, ACF aims to improve the livelihoods status of Syrian refugees and vulnerable Jordanians through decent and sustainable employment opportunities; strengthening sustainable livelihoods and value chains and enhancing the capacity of local actors to promote economic opportunities and improve working conditions.

Since 2021, ACF has been implementing the Enhancing Self-Reliance of Vulnerable Refugees and Host Communities through Integrated Livelihoods and Mental Health and Psychosocial Support project. The project focuses on the Graduation approach linking social protection with livelihoods and MHPSS interventions to gradually build social and economic capacities amongst vulnerable households. The project augments the traditional graduation approach by integrating MHPSS within the social protection and social empowerment pillars. The overall program goal is to improve the resilience and economic and mental well being of vulnerable refugees and host communities. ACF staff work support beneficiaries with training and coaching to improve their ability to engage in productive livelihoods before moving onto specific livelihood pathways. Identifying that this improvement cannot be possible without the positive engagement of all members of the household, ACF proposes to implement the Household Dialogue Activity(https://www.mercycorps.org/research-resources/household-dialogue-toolkit) in this Project. The goal of the activity is to foster inclusive decision-making among households, enhancing confidence and respect for women so that they are able to participate in activities within and outside of the household.

2. Tasks of the consultant

The consultant will be responsible for the following tasks:

  1. Review the existing ACF Jordan household coaching model including the Life Skills Education and Livelihood Coaching elements in order to ensure alignment with the Family Dialogue Training and Coaching Model.
  2. Meet with the Project team and MHPSS, FSL, and Gender advisors to discuss the Household dialogue content and agree on the activity structure, training and implementation methodology, and materials. Take note of new recommendations if applicable.
  3. Contextualise and modify the Household activity framework “in reference to Mercy Corps materials”, content and methodology.
  4. Conduct ToT for the “Family Mentors” and other staff members aligned with the activity implementation.
