  1. Role and responsibilities

The purpose of the Security Officers position is to support implementation of NRC activities in several areas of operations, and new areas to include hard to reach areas.

Generic responsibilities

  1. Implement NRC’s safety and security policies at office level.
  2. Conduct regular security and risk assessments to identify safety and security needs.
  3. Train staff in safety and security and provide regular briefings and updates.
  4. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets
  5. Facilitate staff evacuation in emergency situations.
  6. Supervise, train, and develop eventual security staff at office level.
  7. Liaise with UN agencies, NGOs, and other external actors to gain security information.
  8. Ensure vehicle and staff movements are monitored according to procedures and that necessary safety and security equipment are available and in good condition.
  9. Prepare security updates and reports as required.

Specific responsibilities

  1. Assist the area Health Safety Security coordinator to conduct security risk assessments of new areas, locations, premises in Kirkuk and reports to Area Manager and Country Office security team.
  2. Proactively contact members of the information network to collect information on security to provide updates to the area Health Safety Security coordinator on day-to-day security issues.
  3. Immediately report all breaches of safety and security procedures and all threats to NRC staff, beneficiaries, activities, or assets.
  4. Maintain location boards tracking NRC central Iraq area office staff and vehicles.
  5. Alert Health Safety Security coordinator, Area manager to important events, from monitoring internet, news in English and local languages, as well as via security alert systems
  6. Maintain close vigilance on the local political and military situation in the region and keep the Health Safety Security coordinator and Area manager informed on regular basis.
  7. Support Health Safety Security coordinator to ensure implementation of security systems and procedures.
  8. Liaise with the logistics, transport, and programme teams during field visits.
  9. Perform Health Safety Security coordinator duties while he is on leave or on travel.
  10. Fulfill any other related tasks that may be assigned by the Health Safety Security coordinator and Area Manager.

By interfaces, NRC means processes and projects that are interlinked with other departments/units or persons. Relevant interfaces for this position are:

  • Work closely with program staff in central Iraq area office operation.
  • Other INGOs and International Organizations.
  • Local authorities, armed actors, and civil society

Scale and scope of position

Staff: None

Stakeholders: INGOs staff, local NGOs staff, civil society, Government departments, local businesspeople, and local community leaders

Budgets: N/A

Information: UNIT4, NRC people, IQ security share folders,

Legal or compliance: Terms of employment, Code of Conduct, NRC SOPs, donor regulations, labour law, local legislation requirements

  1. Experience from working as a Security Officer in a humanitarian/recovery context.
  2. Previous experience from working in complex and volatile environments.
  3. Documented results related to the position’s responsibilities.
  4. Fluency in English

Context/ Specific skills, knowledge, and experience:

  1. college degree or equivalent qualification.
  2. 2 years’ experience in a similar role with a local or international nongovernmental organisation
  3. Fluency in Arabic, knowledge of Kurdish and Turkamaish is preferred.
  4. Strong sense of compliance with policy and procedure.
  5. Good cultural awareness and sensitivity.
