iMMAP France is a non for profit organization that provides information management services to humanitarian and development organizations. Through information management, we help our partners target assistance to the world’s most vulnerable populations and we support local authorities and institutions to enhance their capacities and become autonomous in their internal data and information management activities.

Scope of work

The Country Representative (CR) is the senior management position in the country, with supervisory and managerial responsibility for all in-country personnel, programs and policies. The CR is also the legal representative of the organization in the Country. The CR is responsible for representing the organization in front of local authorities , local and international partners and to develop the portfolio of the organization in the Country. S/He is also responsible for developing and implementing systems, policies and procedures for iMMAP France operations in country as well as of the Country strategy. Working closely with the HQ team, the CR ensures that country program operations meet the highest standard and are aligned with regional and global strategies.

Description of Duties

Line management

  • The Country Representative for Iraq shall work under the direction of the Operations Manager in HQ.

Strategy and programmatic development

  • Develop the Iraq country strategy for the organization (program development and stakeholders’ engagement strategy), in coordination with headquarters and through consultation with local and international key stakeholders.
  • Work to identify and evaluate new programmatic and partnership opportunities, work to develop new proposals and respond to RFPs in close coordination with HQ.

Team Management

  • Structure the country office team in an efficient manner, ensure the HR structure is updated and responding to programmatic and strategic needs, participate in recruitments
  • Ensure personnel applies policies and pursue the highest standards in their daily work
  • Create and develop an organizational culture of accountability, responsibility and quality of services.
  • Create a positive, engaged and constructive working environment,
  • Ensure HR policies are understood and applied, ensure regular performance evaluation of personnel

Programmatic management, Reporting, Monitoring and Evaluation

  • Line manage the Project Managers
  • Ensure programs are implemented following iMMAP France and international standards
  • Ensure internal MEAL guidelines are applied
  • Ensure programs’ reporting to donors and internal reporting is aligned with donors’ and iMMAP France rules and regulations.
  • Ensure relations with donors are positively maintained
  • Raise to headquarter any challenge that could be detrimental to the program or to iMMAP France presence in Country.

Representation

  • Represent iMMAP France with national and international stakeholders in Country and when requested abroad (for specific program development opportunities as well as for representation with donors’ headquarters).
  • Legally represent the organization in Country with local authorities, perform all necessary activities to ensure respect of the local legislation including liaising with local authorities for registration procedures

Fiscal, Compliance Management and Accountability

  • Line manage the finance/HR/Admin team to ensure a sound financial/HR/Admin management of projects as well as of the Country office
  • Ensure Project managers and finance team closely coordinate on programmatic forecasts and expenditures
  • Coordinate the finance team to ensure an adequate financial management of the country office in terms of cash flow
  • Ensure segregation of duties is in place as well as the application of iMMAP France policies in terms of financial/HR and administrative management
  • Ensure the finance/HR/admin team is aware of donors and iMMAP France rules and regulations

Security and logistics

  • Manage the Security and Logistics Manager in Country and be the overall responsible for security management in Iraq.
  • Ensure security plans are in place and that a safety and security culture is created within the country office,
  • Ensure management of assets and procurement procedures are aligned with iMMAP France and Donors’ rules and regulations.
  • Regularly report to HQ context developments that could impact iMMAP France presence and security of its teams on the ground.
  • Ensure timely reporting of security incidents based on iMMAP France rules and regulations.

Requirements

Education

  • Advanced university degree in Business Administration, Project Management, Information Science or other relevant fields;
  • Educational or comparable experience in the field of Information Management is a plus

Languages

  • English (fluent) – essential
  • Arabic (fluent) is an asset
  • French (fluent) is an asset

Experience

  • At least 8 years of field experience with increasing responsibility in management positions, preferably in the humanitarian sector (country office management, field coordination or similar positions)
  • Previous experience in managing office and program teams
  • Previous experience in managing European donor funding
  • Previous experience in relating to local authorities/institutions as well as with other stakeholders
  • Previous experience in proposal development, representation and strategy development
  • Knowledge of the Iraqi context and/or regional context is an asset

Soft skills

  • Strong presentation and communication skills;

  • Ability to create a positive and motivating working environment

Working conditions

Consultant’s fees scale: $5,000 USD – $6,000 USD (+ expatriate package for international candidates not resident in Iraq: per-diem, monthly housing allowance, danger premium)
