PSI/Somalia has worked to measurably improve the health of Somali women and children since 2007, addressing the most serious health challenges that affect resource poor and vulnerable Somali communities.

PSI seeks an experienced Financial Manager to lead PSI’s finances related to the Damal Caafimaad Component 1: Delivery of Somalia’s Essential Package of Health Services in Nugaal, Puntland.

Responsibilities

Your contributions

  • Provides oversight and guidance on financial management of the Damal Caafimaad Component 1: Delivery of Somalia’s Essential Package of Health Services in Nugaal, Puntland both at the Ministry of Health and at the health facilities.
  • Understands, disseminates, and guides both PSI and the Ministry of Health on donor expectations, terms, conditions, and requirements in the management of the Damal Caafimaad project in relations to procurement and financial management.
  • Assess capacity gaps and capacity building and training needs of the finance and accounting functions of the Ministry of Health (MoH) and ensure these are properly documented.
  • Develop training and capacity building plans, including financial management and oversight plans to address the gaps and ensure long-term sustainability of the program outcomes and institutional capacity strengthening.
  • Conducts a variety of individual and organizational capacity development plan to develop long-term capacity of the Ministries of Health and other stakeholders at the Federal Member State (FMS) on the financial management, accounting, the procure-to-pay processes and the use of QuickBooks software.
  • Provides guidance in the review, updating, and development of financial policies, tools, and procedures to ensure compliance with donor rules and regulations, international accounting best practices and statutory requirements both at the Federal Member State level and at PSI.
  • Review all financial transactions to ensure they follow procedures required under MoH and WB procurement guidelines.
  • Ensure all financial transactions follow procedures required under Ministry of Health and World Bank procurement guidelines.
  • Ensure all transactions are entered into QuickBooks and that the finance team at the Ministry of Health are capacitated to effectively use QuickBooks for transaction processing and reporting.
  • Assist with financial reporting and audit processes.

What are we looking for?

  • Bachelors Degree in Finance or certified public accountant (CPA)
  • At least five years of financial management experience, preferably for health projects
  • Training in finance reporting and training in software (e.g. Quick books)
  • Experience overseeing financial management of health facilities or similar decentralized units
  • Experience training others in financial management
  • Experience in fragile, conflict-impacted settings required; experience working in Somalia strongly preferred
  • Willingness to travel.
  • Qualified Somali national/ Somali Diaspora or individual already authorized to work in Somalia required.
