Finance Officer

Christian Aid

The Finance Officer is responsible for all financial, fiscal and administrative matters of the Tshikapa Office. S/He ensures Christian Aid Finance and Administrative policies are complied with at all times and donors’ requirements are adhered to. S/He is responsible for timely and accurate financial reporting, including producing accounting, budget and financial forecasting. S/He manages the administration of the local office in line with Christian Aid Policies and applicable DRC Laws.

Key outcomes:

  • Manage all Financial operations in Tshikapa
  • Encode daily all the financial operations of the Tshikapa database in the accounting software
  • Manage the liquidity of the Tshikapa office to maintain its solvency, in particular by preparing and submitting the monthly forecast (Cash flow request) to the national office, according to the established schedule.
  • Support partners in budget management, accounting and institutional donor requirements and Christian Aid procedures
  • Hold, complete and make payment, by check or by transfer order, ensuring that payments have been duly authorized
  • Participate in project Budget development, monitoring and review
  • Keep up to date with the evolution of the DRC’s tax regulations.
  • Prepare and submit the various financial reports according to the deadlines defined.
  • Maintain working relations with the bank and tax administration institutions.
  • Ensure that the asset register is regularly updated
  • Prepare expense reports, debit note to be submitted for review and approval to the Operations & Finance Manager, and collect Christian Aid owed from creditors.
  • Carry out technical support visits to partner offices for financial monitoring / verification for capacity building purposes
  • Ensure that the office adheres to CA to define financial systems
  • Supervises Finance Assistant in petty cash management and in financial reporting
  • Assists program staff in assessing the financial capacity of potential partners • Works closely with the Program team to ensure optimal planning and delivery of program activities

Qualifications

  • Accounting Qualifications (bachelor’s Degree in finance, Accounting, Economics or related disciplines).
  • Knowledge of DRC Tax regulations and legal environment.
  • At Least Two Years’ experience in a similar role, preferably with an International NGO
  • Familiarity with donors (UN, DFID, EU) processes and requirements Desirable
  • Knowledge of local context and stakeholders
  • Good communication in French and English (Written and spoken)
  • Ability to work effectively as part of a small close-knit team.
  • Sensitivity to differences in culture and nationality with the ability to work closely with colleagues from across the world with a range of professional backgrounds
  • Excellent planning, time management and organizational abilities.
  • Highly motivated and able to work independently to agreed goals and targets
  • Adaptable and flexible to changing circumstances and needs of the role, including flexibility in working hours to ensure coordination with key colleagues in different locations and time zones.
  • Experience of coaching, distance learning or other training / learning approaches
