Context

A major player in the social and solidarity economy, the French Red Cross runs a network of more than 600 establishments and services in the health, medical and social sectors and in training.

It also runs 12 regional health and social training institutes.

As a member of the world’s largest humanitarian network, the French Red Cross employs more than 17,000 people who, through more than 70 professions, put their professionalism at the service of the most vulnerable in medical-educational institutes, day-care centers, retirement homes, functional rehabilitation centers, emergency shelters, training centers, international missions…

Ukraine is facing a humanitarian crisis that continues to develop every day. As hostilities escalate, a growing number of people is being displaced every day within Ukraine and across international borders, with more than 3 million having fled the country.

With the humanitarian situation in Ukraine and neighboring countries deteriorating rapidly, the International Red Cross Red Crescent Movement has activated all its emergency response mechanisms. Together ICRC, IFRC and National Societies are undertaking a rapid and coordinated response.

The position

RESPONSIBILITIES

Under the responsibility of the Head of Delegation (Romania/Moldova), the overall role of the first aid delegate is to:

– Ensure the collection of information requested to support the implementation of first aid activities in Moldova and Romania;

– Provide support to the Moldova Red Cross Society (MRCS) and to the Romanian Red Cross (RRC) as regards the first aid file.

In relation with the IFRC Global First Aid Reference Centre managed by the French Red Cross, he/she will provide support for the development of the first aid file within the MRCS and the RRC by:

– following-up the recruitment of the national first aid coordinator and the education officer within the MRCS;

– collecting information to have a relevant first aid overview (within the NSs and the country);

– working closely with the first aid coordinators and the education officers to make an action plan;

– following-up the first steps of the action plan implementation;

– assisting in the update of the tools and trainings related to first aid;

– linking with other actors and networks to ensure an appropriate level of inter-Movement information exchange;

– reporting regularly to the IFRC Global First Aid Reference Centre and any Movement’s partner when necessary.

CANDIDATE PROFILE

HIERARCHICAL AND FUNCTIONAL LINKS

The first aid delegate works under the responsibility of the head of delegation, and in close collaboration with the manager of the Global First Aid Reference Centre.

Candidate profile

– Professional technical experience matching the above-mentioned duties and responsibilities.

– International humanitarian field experience.

– Good communication skills.

– Good sense of diplomacy

– Knowledge in first aid.

– Relevant educational background and knowledge of the RCRC Movement.

– Proficiency in one (preferable two) languages. English is obligatory, while French and Rumanian or Moldovan are an advantage.
