Background

The SRC and LNRCS are both part of the International Red Cross and Red Crescent Movement (the Movement). The Movement, consisting of the International Committee of the Red Cross (ICRC), the International Federation of Red Cross and Red Crescent Societies (IFRC), and 192 Red Cross/Red Crescent National Societies, is the world’s largest humanitarian network.

SRC had a long-standing engagement in Liberia, since 2003 (post-conflict support). During the course of the years, the partnership has entailed projects in areas such as disaster risks management, WASH, organizational development, etc. SRC and LNRCS have developed a three-year bilateral project called Green, Inclusive and Resilient Liberian Communities (G.I.R.L). The overall objective is to reduce the risk of disasters by increasing community resilience to climate change at selected communities. The project is also aiming at building the capacity of LNRCS.

Your role in the organisation

The DRR delegate in SRC Liberia delegation is the focal point for all the disaster risk reduction programmatic/strategic directions. With a focus on nature-based solutions (NbS), ecosystem-based disaster risk reduction (eco-DRR), ecosystem-based adaptation (EbA) and preparedness for effective response (PER), the delegate will provide technical support to the LNRCS for an effective program delivery and to scale-up the LNRCS engagement on the DRR sector.

The main role of the Delegate will be to support LNRCS to implement the GIRL project activities in a sustainable manner, aimed at strengthening the organizational capacity in DRR/CCA of the LNRCS and contribute to more resilient communities across Liberia. The delegate will support LNRCS to ensure that activities carried out in targeted communities are of high quality, gender-, diversity- and conflict sensitive, and use a participatory approach in line with the Red Cross/Red Crescent Community tools and approaches. The Delegate is hence not expected to implement activities, but to guide, mentor and train LNRCS staff/volunteers to ensure sustainability and ownership.

The DRR Delegate is based in Monrovia with frequent travels to the three southeast provinces where the project will be implemented. The delegate will work closely with the SRC program manager supporting the timely implementation of the SRC agenda in Liberia.

Key duties and responsibilities

Programme and Project Management:

  • Responsible and accountable for planning, implementing, monitoring, reporting and evaluating DRR programmes and projects, including oversight of budgets and budget management.
  • Identifies, analyses, and mitigates uncertainties and risks within area of responsibility
  • Lead project quarterly planning meetings to review progress and results, identify gaps and solutions and share technical ideas for the projects
  • Ensures project consistency and compliance, especially with SRC and IFRC policies, procedures, standards, methodologies, instruments, theories and practices.
  • Ensures effectiveness of projects and programs, especially the extent to which they meet people’s needs, expectations and capacities of LNRCS.
  • Provide support for effective DRR proposal development in collaboration with the LNRCS assigned team/partners

Non-project-specific duties and responsibilities:

  • In coordination with the PM, leads a collaborative and cooperative approach across all the aspects of the support, assistance and advice provided to LNRCS to ensure no project neither team silos and maximizing synergies for efficiency and to maintain the expected level of excellence and highest standards of work, service and evidence.
  • Ensures strong support and follow-up in the implementation of the additional agenda supported by SRC in Liberia.
  • Represents SRC with DRR RCRC Movement, stakeholders and partners, including government agencies and institutions, diplomatic missions and international organizations and actors.
  • Supports, assists and advises LNRCS throughout the HNS DRR programming cycle: from assessing needs and capacities to planning, monitoring and evaluating operations as well as putting in place strengthened reporting systems to increase the quality of reporting and learning.
  • Provide technical support, and capacity building, to the LNRCS staff and volunteers with the design, implementation in various areas of DDR and evaluation of emergency operations (including DREF and Emergency Appeals).
  • Mobilizes DRR resources to expand and scale up activities, projects and program in close collaboration with LNRCS
  • If needed/requested, to support the RCRC Movement in Liberia with the preparedness and response plans, and SOPs at national and branch levels, including Forecast Based Financing (FbF) and Cash transfer programming (CTP).

Your profile

To be a good fit for this role, you have demonstrated experience in taking initiative, being creative and have substantial experience of strategic thinking, including identifying, analysing and solving problems. You know how to manage conflicts, respond to opportunities and challenges, and how to translate these into practical plans of action.

Furthermore, you have strong management & organizational skills, including ability to delegate authority and responsibility. You are used to working in a cross cultural and cross functional environment and can see the bigger picture while driving the teams towards results. Excellent interpersonal negotiations skills, including ability to effectively communicate a vision, is a key to success in this role.

Required qualifications:

  • University degree in management, international cooperation, or another relevant field.
  • Post-graduate education (i.e. Master’s degree or equivalent) in DRR/CCA or relevant discipline.
  • More than 3 years of work experience in managing DRR/CCA project/programs and humanitarian programs/operations.
  • Proven results-based experience on partnerships and resource development.
  • Proven experience in people and volunteer management.
  • Strong financial management skills.
  • Fluent spoken and written English

Desired qualifications:

  • IMPACT course or equivalent knowledge.
  • Experience of management in Africa within the Red Cross/Red Crescent National Society, IFRC or ICRC.
  • Proven experience of maintaining donor and partner relations.
  • Excellent understanding on the Movement necessary tools/frameworks e.g. EVCA, CBDRM, CBHFA, CVA-CTP, Livelihood, CEA, safer access, PER, IFRC resilience framework, DREF, NSIA, CbF.
  • Demonstrated ability to undertake high-level representational and advocacy role.
  • Good command of another official language (French, Spanish or Arabic)

Other requirements:

  • In line with the principle of neutrality SRC does not assign delegates to a country of which they are nationals
  • Candidates must be in good health and are required to pass a medical check-up prior to departure to the duty station
  • Candidates must hold a manual driving license and have experience in driving manual transmission vehicles
