BRAC International (BI) is seeking application from competent, dynamic and self-motivated individuals to fill the following position:

Head of Humanitarian Programme, BRAC International ( BI)

Reporting to the BRAC International (BI) Humanitarian Programme Director, the Head of the Humanitarian Programme will play a leading role in strategic planning, coordination, and implementation of preparedness and emergency response in BI operation countries. He/she will be assisting the regional and country teams in developing emergency preparedness plans, and building their capacity to assess crisis situations and initiate, implement, monitor and evaluate response activities. The incumbent will take lead in designing and developing programmes and projects for DRR, preparedness and the humanitarian response; ensure that proposals for funding are produced, donor reporting requirements are adhered to and are of the highest standard. He/she will monitor the on-going humanitarian situation in the countries, provide leadership to rapid deployment of the team and facilitate cross-programmatic collaboration, and identify and mobilize resources. He/she will also ensure the representation and engagement of BI external humanitarian clusters and policy forums to ensure commitments and accountability for the delivery of humanitarian policy and practices in the world.

Key Responsibilities:

  • Provide strategic guidance on the overall preparedness planning and actions for the humanitarian programme.
  • Assist the country offices to undertake strategic planning, develop contingency plans, staff capacity building plans, etc.
  • Provide leadership and appropriate technical support in delivering and implementing programme activities in BI countries timely and effectively.
  • Ensure training modules and work closely with the training/capacity building team to train the Emergency Response Team (ERT) of BI operation countries in coordination with the Director BIHP, to ensure efficient delivery of supports of humanitarian response.
  • Explore the capacity building and learning opportunities (national and international) for the BI country teams.
  • Ensure basic preparedness system is introduced in all BI countries and the system is operational.
  • Engage in regular scanning of new programme opportunities and primary donors from global communities for humanitarian response.
  • Assist to produce high quality and timely emergency situation report and rapid damage and need assessment report for BIHP, within agreed reporting schedules as required
  • Help to establish, maintain, and improve active and regular working relationships with the key global and regional humanitarian agencies and partner organizations.
  • Represent BIHP in different coordination forums e.g. humanitarian clusters (Protection, Health, Nutrition, WASH, Education in Emergencies, etc.).

Safeguarding:

  • Establish a safeguarding culture across all levels of the program by implementing the safeguarding policy as well as act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Enforce the adherence to safeguarding reporting procedure in case any reportable incident takes place and ensure team members are appropriately trained, supported and have access to resources regarding issues that are identified in accordance with the safeguarding policy and procedure.

Educational Requirements:

Master’s degree from reputed a university in Disaster Management, Social Science, Development Studies or relevant subjects.

Required Competencies

  • Experience in managing or leading the multi-sectorial DRR and humanitarian preparedness and response.
  • Track record in DRR and Humanitarian programme design and proposal development, and experience with a thorough understanding of funding agencies and international organisations for humanitarian and nexus programming.
  • Demonstrable competence in budget monitoring and management.
  • Strong commitment to support/develop the capacity of national staff and local partner organizations.
  • Ability to deal with difficult, often frustrating work situations.
  • Ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Demonstrable competence in report writing.
  • Fluency in English, both verbal and written and demonstrated excellence in communication
  • Ability to work in a flexible, changing environment and perform effectively under pressure.
  • Appreciation of diversity and familiarity with multicultural environment

Experience Requirements:

  • Minimum of 10 years’ experience in a management position preferably for DRR, humanitarian preparedness and response and long-term development in an emergency response or fragile setting.
  • Demonstrated experience in dealing with multiple stakeholders and multicultural staff and work, team supervision and development
