Context:

Under the overall supervision of the Deputy Chief of Mission and direct technical supervision of the Migration & Displacement Data Coordinator and administrative supervision of the Head of Sub Office in Pemba, the Programme Officer (Displacement Tracking Matrix (DTM) Reporting) will be responsible for supporting the implementation and coordination of reporting and analysis activities, and the overall publications and editorial process of DTM Mozambique information products.

Core Functions / Responsibilities:

  1. Draft and contribute to the development of required reports and information products of DTM, including, but not limited to, analytical and statistical reports, site profiles, maps and other relevant products.
  2. Report and assess DTM data and provide feedback regarding any inconsistencies.
  3. Review collected data and information and map the identified conditions and needs in areas affected by displacements.
  4. Support overall programme implementation and reporting. Track progress and check that deadlines are met.
  5. Research, assess, draft, and format internal and external programme reports and documents.
  6. Provide technical guidance and inputs to support the Unit on survey design, assessment preparation, and data collection planning and monitoring.
  7. Provide technical assistance to support IM/GIS officer on designing new research methodologies (qualitative and quantitative), data collection tools and publications.
  8. Contribute to the design and implementation of new research methodologies, data collection tools and publications as well as guidelines and SOPs for data enumerators.
  9. Maintain close contacts with relevant authorities, UN agencies, NGOs, Governmentcounterparts, and other stakeholders on issues relevant to DTM implementation as required.
  10. Cooperate with the IM/GIS Officer in the development, adaptation, and revision of information management tools that meet partners’ and other humanitarian actors’ needs in relation to DTM implementation.
  11. Proofread and edit DTM publications.
  12. Support the DTM Coordinator and IM Manager on the preparation of reports and analyses in accordance with the agreed template and structures.
  13. Support in determining relevant information for inclusion and report development for all DTMreports.
  14. Translate the DTM documents (reports, methodologies, letters, etc.) from English to Portuguese and from Portuguese to English upon request and as per the planning established by the DTM Coordinator.
  15. Support the DTM Coordination Officer in the supervision of field assessments to gather timely information about displacement, population mobility, movement flows, and any other source of data required.
  16. Facilitate the integration of gender perspectives and attention to specific women/girl’s and children’s rights issues (vulnerable groups) within all DTM activities.
  17. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Business Administration, International Relations, Political Science, Communications, Information Management, Computer Science or a related field from an accredited academic institution with two years of relevant professional experience; or,
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Previous experience in reporting and data analysis, possibly in emergency contexts;
  • Experience in data collection, research, and report writing;
  • Experience working in international organizations and the humanitarian community;
  • Experience in relevant issues such as migration, displacement, and humanitarian assistance;
  • Numerical skills and experience in data analysis and data visualization;
  • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets; and,
  • Strong computer background, including experience with relational databases, Microsoft applications, spreadsheets, and word processing; Advance knowledge of Excel, Word, Adobe Suite.

Skills

  • Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
  • Excellent knowledge of the IOM project management cycle;
  • Good knowledge of UN and bilateral donor programming;
  • Ability to write and speak clearly and concisely in English and Portuguese;
  • Strong computer skills; and,
  • Proven high-level representation skills, such as speaking at meetings and providing situational analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Portuguese and any other regional languages is an advantage.
