OBJECTIVE OF THE POSITION:

Under the line management and upon delegation of Egypt Country Manager, the Partnership Specialist will be responsible for

  • Support the definition and implementation mission’s partnership strategy.
  • Contribute to HI’s influence in Egypt via coordination and representation.
  • Ensure HI’s legal compliance and acceptance from local authorities.

REPONSIBILITIES:

Responsibility 1: Partnership strategy

    1. With the Country Manager’s guidance, leads the definition, implementation and revision of the mission’s partnership strategy
  • Based on the stakeholders mapping and the identification of key partners, initiate partnership framework.
  • Provide assistance to the mission’s staff on the partnership management’s cycle (from capacity assessment, to contractualization and implementation).
  • Together with the Country Manager, establish key partnership – beyond implementing partnership.
  • Support the implementation of sub-grants management.
  • When requested by Country Manager, provides technical support to project manager on partnership management.
  • Reviews and provides final validation on implementing partner’s reports.
    1. Ensures the partnership’s compliance
  • Ensures that the due diligence is conducted as per HI and donors regulations.
  • Performs a comprehensive review of the partnership agreements package as per HI’s regulations and provides feedback to Project Managers.
  • Support in partnership management as per the request of Country Manager.

Responsibility 2: Representation, Communication and Fundraising

2.1. Contributes to the mission’s communication and visibility.

  • Together with the Country Manager, Project Managers and Regional Advocacy Advisor, defines the communication and visibility plan of the mission, including timeline and resources.
  • Contributes to and follow the implementation of the plan.
  • Contributes to the organization of events.
  • Contributes to the production of regular and quality communication material (social media posts, news letter, success stories, etc.).
  • Ensures and manages a pictures and videos bank of previous and current projects.
    1. Acts as representative and promotes the excellent reputation and positive image of HI.
  • Represents HI vis à vis pre-defined local, national, traditional, political, military and diplomatic authorities and bodies, as per the delegation by the Country Manager.
  • Represents HI vis à vis pre-defined international organizations and coordination mechanisms and systems, as per the delegation by the Country Manager.
  • Represents HI in coordination platform, per the delegation by the Country Manager.
  • Ensures to collect relevant notes, documents and contacts; shares with relevant colleagues; and ensures proper archiving.

2.3. Contributes to the development and implementation of the mission’s fundraising strategy

  • Together with the Country Manager, Regional Grants Developer and head office Operations Officer, identify potential funders including institutional donors, private sector (social responsibility), foundations and other innovative fundings mechanisms.
  • As delegated by Country Manager, maintains regular contacts with identified donors (requesting and giving updates, etc.).
  • Reviews donor reports and coordinates the submission to donors.
  • Compiles and reviews the mission’s monthly operational report.
  • Identifies opportunities for disability inclusion technical assistance and propose a mission’s strategy to reach opportunities – in line with the operational strategy.
  • Is the focal point for technical assistance commercial contracts (for the client-relation and administration).

Responsibility 3: Legal compliance and acceptance from local authorities

    1. Ensure the legal compliance of HI’s presence and activities in Egypt as per the law.
  • Ensures the preparation and submission of quality narrative and financial reports to local authorities.
  • Ensures the preparation and submission of quality letters and other documents to local authorities.
  • Ensures the translation from/to Arabic and English when requested.
  • Enquires about all the relevant laws in Egypt and share information with the mission’s management.
  • Participates in the INGO Forum Administration sub-working group.
  • Ensures that projects obtain the necessary approvals and/or notifications from/to local authorities.
  • Updates the legal requirements table and perform regular follow-up with relevant colleagues.
  • Ensures archiving of documents.

2.2. When delegated by the Country Manager, represents HI towards local authorities

  • Is the focal point towards Ministry of Social Solidarity for administrative purpose.
  • Is the focal point towards relevant authorities to proceed with HI’s security clearance.
  • Joins the Country Manager (or represents HI) in meetings with local authorities and develops relevant contacts.
  • Takes the notes and archives meetings with local authorities.
  • When delegated, takes the lead on cooperation’s development with local authorities (e.g. work on MoU, etc.).
  • Remains updated on the government strategic development, makes necessary research and updates the Country Manager.
  • Updates lists of contacts.

THE SUCCESSFUL CANDIDATE will have:

Required :

  • Bachelor degree in relevant sector (management, communication, international development, etc.)
  • At least 6 years in the field of international development, cooperation and/or humanitarian assistance
  • At least 3 years of relevant experience (external affairs, partnership manager, fundraising, etc.)
  • Experience in Middle East, with local authorities is mandatory
  • Outstanding communication skills
  • Very good writing skills
  • Competent in the use of Microsoft Office Suite, including WORD, POWERPOINT and EXCEL
  • Fluent in English and Arabic (written, spoken, read)

Preferrable:

  • Master degree in relevant sector (management, communication, international development, etc.)
  • Experience with HI and knowledge of its fields of action, mandate, strategy and approaches is considered an asset
  • 2 years of experience as Project Manager is an added-value
  • Knowledge of Disability Inclusion is an added-value
  • Experience in Egypt, with local authorities and international organizations is an added-value
  • Diploma in Project Cycle Management

Initial contract will be for a period of 9 months (to extend)
