Mission
The Deputy Country Coordinator will be a member of the Senior Management Team, with overall responsibility for Program departments including Programs, Advocacy and Communication, Health and MHPSS units. He/she will ensure a smooth, efficient, pertinent and high-quality implementation of Médicos del Mundo intervention in Ukraine in line with Médicos del Mundo mandate and donor and legal requirements and procedures.
Geographical scope of intervention
The Deputy Country Coordinator – Head of Programs will be based in Kyiv with regular visits to the field.

Functions
Lead program departments, namely Programs, Health and MHPSS units and Communication and Advocacy unit.
Ensure MdM, donor requirements and legal processes are well known among the team and followed.
Identify, establish, update and follow-up key objectives, priorities and actions plan for each program department.
Ensure design, adaptation, and adequate use of tools and procedures for program departments.
Ensure strong communication and coordination among program departments as well as with support departments and field coordinators/bases.
Participate in the recruitment process and manage program departments staff, including capacity building and follow-up and technical support as per identified needs.
Ensure high-quality and timely internal and external reporting as per MdM, donor and legal requirements.
Complement the Country Coordinator in providing strategic direction for the design of MdM response strategy, in line with MdM mandate, intervention, and priorities in the country.
Contribute to high-quality project design incorporating project management standards and MEAL methods, appropriate to scope, context and technical requirements of projects.
Contribute to the efficiency in the budget implementation, supporting the follow up as well as overall forecast for the mission.
Coordinate the programmatic coordination in within geographical areas of intervention and a realistic planning of activities for particular projects to ensure integration of program interventions and efficiency in implementation.
Leading the communication and advocacy strategy and activities
Support the country coordinator in liaising with external stakeholders, including donors and authorities and other MdM chapters.
Support and deputize for the country coordinator when/as requested.
Minimum requirements
Required qualifications
Academic background:
University degree or diploma.
Desirable: Master’s in international Cooperation and/or Humanitarian Aid
Requirements
Language: Fluent English (written and spoken), C1 level, required. Ukranian/Russian: An asset
Computer requirements: Office pack user level. Business intelligence and information management tools advanced user level.
Experience
Substantial experience in humanitarian/emergency context in top senior management roles.
Substantial experience in health programming, specifically in Primary Health Care and MHPSS.
Experience managing large multi-sectoral and multi-cultural teams
Experience in change management is an asset
Experience in developing partnerships and working with local partners is an asset
