The thirty years’ presence of HI in Mozambique can be divided in 3 key periods: • From 1986 to 1997: core action of HI on physical rehabilitation; • From 1997 to 2014: core action of HI on demining activities with a range of short/mid-term actions on inclusion & DPOs • From 2013: progressive shift to VA and Social Protection with still large demining action up to 2015

Humanity and inclusion Mozambique is on its end implementation of country programme Strategy: 2021-2023 Emergency, and development sectors coexist in Mozambique, creating a diverse, and dynamic working environment, where coordination is operated mainly through working groups and clusters. Consortium and pool funds are frequent. Intense networking is essential for successful fundraising and efficient implementation.

Under the responsibility of the Geographic Director in Brussels, the Mozambique Director contributes within his/her geographical area to the implementation of the mandate and the 10-year strategy of Humanity & Inclusion. The Mozambique program director will have to focus on the development of interventions following the objectives defined in the program operational strategy (STRATOP 21-23) divided in three main pillars: – Access to services – IDRR – Child protection

Managing the SMT team (9 direct reports) within a total team of 45 staff and a yearly budget around 2,1$ Million financed by several institutional donors: • You are the legal representative in the country of the overall HI organization internally and externally, and promotes a high reputation and positive image of HI. You Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) in the Programme’s geographical scope • By being the top manager of the Programme organization you set up a team spirit and team functioning guaranteeing synergies and exchange of good practices between the different actors in the Programme and with head office colleagues. • You deploy HI’s full mandate and 2025 Strategy, with operational partners, institutions and/or donors, and steers organisational transformation in line with Lean, Shared Services and transformation projects. This is done through the development and implementation of the Programme’s Operational Strategy. • In case of emergency, you take responsibilities in accordance with the response framework defined. • Be responsible for fundraising and resource planning: The Operational Strategy includes a fundraising strategy aligned with HI’s ethical principles and the Institutional Funding Development Plan. • With regard to the safeguarding of beneficiaries of HI’s Programmes: respects and ensures respect of institutional policies by the HQ and field staff that you manage • With regard to security management: – You Ensure compliance with institutional safety & security policy and the application of normative frameworks and standard operating procedures (context classification chart, security plans, etc.) – May be delegated authority for management of crisis cells/ exceptional cells; • You ensure compliance with the budget framework (including unrestricted funds) and HI policies and frameworks (safeguarding, commitment thresholds, security, human resources, risk management, etc.) • You actively monitor and analyse context developments, in order to identify risks and opportunities.

Security – The overall situation in Mozambique is calm, however there are some factors that should be considered from a security perspective. In particular: • Insecurity in the area of the North crises (Cabo Delgado, Nampula, Niassa), with a non stated armed group operating in the area of Cabo Delgado and Niassa • Health situation: generally speaking the health system is deficient in Mozambique.

Travel – The position is based in Maputo but some visits to the field (Tete, Cabo Delgado) would be expected.

Living conditions – The office and the expatriates houses/apartments are comfortable. The power supply is quite stable , all houses in Maputo have air conditioning and drinking water is supplied. Maputo is quite developed and most items can be found in the supermarkets and markets. People are very friendly and there are some lovely local beaches which are relatively easy to access.

Degree in social science or international relations • At least 5 years’ experience at key management position within international organizations • Strong interpersonal and intercultural skills; • Motivated by constant program adaptation to an evolving context and set up of partnerships with local and international partners; • Excellent organisational skills, co-ordination and transfer of knowledge; • Excellent communication skills and commitment to team work; • Proven experience in negotiations with institutional donors, project writing and reporting. • Written and oral communication in Portuguese and English
