Organization Information
Islamic Relief Kenya (IR Kenya) began its work in Kenya through a one-to-one Orphan Sponsorship Programme in 1993. IRK is an affiliate of Islamic Relief Worldwide, an international NGO established in Birmingham, UK in 1984 and is locally registered with the Kenya NGO Board (Reg. No. 218/051/204/0374/3386). Our projects span emergency and longer-term development support for marginalized communities across Kenya including Mandera, Wajir, Garissa, Kilifi, Marsabit and Kajiado Counties. Over the years, IRK has supported communities in Garissa County by building their capacity to adapt to the effects of climate change, sustainable livelihoods and improved access to healthcare services.
Project Background
IRK is doing an integrated drought response and recovery project to support drought affected communities in Mandera and Wajir Counties of Kenya who are among the most affected by the current drought experienced in Kenya. As part of the frameworks to address critical needs in disaster risk reduction, recovery and resilience building of the communities who are affected by the recurrent drought. IRK is supporting cash transfers, Livestock feeds rehabilitation of strategic boreholes and dams, drilling and equipping of boreholes
As part of building the capacity of its Staffs IRK is planning to conduct a ‘training of trainers’ program using the Disaster Recovery Course to increase the skills, knowledge and understanding of key staffs in the areas of community-based disaster risk management. To this end, IRK is seeking to engage the services of a training consultant to train staff as a trainers of trainees (ToTs) selected from different county offices in Kenya implementing emergency related programming
Purpose
- The purpose of this training is to enhance staff and stakeholders’ knowledge of community-based disaster risk reduction through training on reducing risks associated with disasters and related hazards. This aims to improve organizations’ capacity to respond effectively to disasters and support affected communities in their recovery efforts while empowering local communities.
Objective of the Assignment
The consultant will perform and deliver the following tasks:
- The consultant will deliver a TOT training program on Community Managed Disaster Risk Reduction (CMDRR) to 10-15 selected IRK staff participants.
- The objective is to enhance the awareness, knowledge, and understanding of the selected participants, positioning them to take responsibility in delivering future training programs to their colleagues and other stakeholders.
- A CMDRR training manual will be developed relevant to the country context.
- A follow-up action plan for the trained staff will also be developed.
The following pre-training activities are required to be conducted by the consultant;
- Conduct a training needs assessment to identify knowledge gaps and design a suitable training program accordingly.
- Design and prepare the training program in advance, which should include practical case studies and draw on experiences from similar trainings.
- Incorporate best practices in adult learning methodologies into the training program to meet the training objectives, including an outline of sessions, objectives per session, methodology per session, and materials to be used.
- Prepare training materials in English and ensure they are accessible to participants, in line with standard guidelines for conducting training sessions.
- Coordinate with the Country Humanitarian Coordinator and country office staff to ensure logistical preparations are clear, and relevant country offices have identified participants for the training.
- Develop a pre- and post-questionnaire to gather basic measurements of participants’ knowledge in relevant areas.
Responsibilities of Islamic Relief Project team
The following are the key Islamic Relief’s responsibilities:
- Provide necessary technical assistance for the planning and implementation process.
- Appoint a representative who will coordinate with the consultant during the training period.
- Provide the training venue and stationery for the training.
- Select representatives from each country office to attend the training.
- Provide substantive inputs and ensure quality control of the deliverables.
- Supervise the training to ensure it meets expected objectives.
Roles and responsibilities of Consultant
The primary tasks for this consultancy are to ensure that the consultants fulfill the following responsibilities, among others:
- Prepare a training program and submit it to IRK in advance. The program should be based on practical experiences with case studies and draw on experiences from similar trainings. It should incorporate best practices in adult learning methodologies to effectively meet the training objectives.
- The program should also include an outline of sessions, objectives per session, methodology to be used per session, and materials to be used.
- Prepare training materials in English that support a largely practical training, in line with standard guidelines for conducting training sessions for communities.
- Develop a pre- and post-questionnaire to gather basic measurements of IR staff’s knowledge in relevant areas.
- Develop a training manual on community-based disaster risk reduction.
- Develop trainees’ action plans.
- Work primarily with the Disaster and Humanitarian sector, specifically the Country Emergency Coordinator and other IRK stakeholders.
- Deliver technical training over a maximum of 5 days to 10-15 participants selected from different IRK field offices in the country who will act as Trainers of Trainees (ToTs) and are expected to cascade the same knowledge and skills to other staff and communities served by IRK.
- Deliver a simplified CMDRR training manual to IRK as a product of the assignment, using a variety of training methodologies, including brainstorming, open and group discussions, group and individual exercises, short field visits, case studies, role play, drills, demonstration, and PowerPoint presentations.
- Issue certificates of participation to training attendees.
- Prepare a training participants’ attendance sheet.
Consultant required Deliverables/Outputs
- Provide appropriate tools and methodology for conducting a Training Needs Analysis (TNA) that engages trainees effectively.
- Develop a training plan and materials that demonstrate a variety of training methodologies in an appropriate language for the target audience. The selected methodologies should reflect best practices related to adult learning, local acceptability, and the ability to meet the overarching learning goal and session-specific outcomes.
- Create a simplified Community-Managed Disaster Risk Reduction (CMDRR) training manual for Islamic Relief Kenya
- Produce a detailed training report in English, which includes a description of TNA activities and findings, pre-and post-test reports, key lessons learned, recommendations for future development of this activity, a list of participants, feedback on the suitability of the training approaches, suggested changes to the training methodologies to better suit the target audiences, and recommendations for improvement.
- Develop action plans for trainees.
Expertise and experience required
- A Master’s degree in disaster management, social studies, management, engineering, administration, or a related field of study.
- At least 10 years of work experience in disaster risk management and recovery with an international/ bilateral/ multi-national agency/non-government organization;
- Thorough understanding, technical expertise, and in-depth knowledge of disaster risk management and recovery, including the use of good practices and tools;
- Experience in developing training modules/course curricula for training/academic institutions is an asset;
- Excellent facilitation and training skills.
- Demonstrable experience in undertaking similar assignments.
- Previous experience with UNDP, UN, Red Cross, and/or other international agencies is desirable
- Excellent computer software skills including MS Office (Word, Excel, Access & PowerPoint)
- Excellent command of written and spoken English language
