Background – Scope of the Consultancy

The Danish Refugee Council (DRC) is a humanitarian, non-governmental, non-profit organization working in Myanmar since 2009 and currently supporting operations in four different States (Kachin, Northern Shan, Kayah, Rakhine). DRC’s vision and objective is to build the capacity and resilience of populations affected by short- and long-term conflict (in camps and conflict-affected communities) through integrated rights-based programming and advocacy, working with local, international and government stakeholders in an impartial, inclusive and neutral manner, adhering to DRC’s Code of Conduct and core Humanitarian Principles. Due to its long-term presence in Myanmar, DRC has extensive knowledge and understanding of the protection concerns across the three states.

DRC’s protection teams, including general protection, child protection, and GBV, support IDP and host communities through comprehensive case management services, in line with each sector’s respective guidelines. DRC has dedicated case management officers who supervise case workers carrying out case management activities. This supervision is meant to ensure quality of case management services. In order to improve the quality of case supervision support DRC is seeking a consultant to lead case management supervision trainings, to be provided to GBV, CP, and General Protection staff.

Objectives of the Consultancy

DRC is seeking a consultant to deliver case management supervision trainings to GBV, CP, and General Protection national staff involved in case management activites. With this consultancy DRC aims to increase case management supervisors’ confidence as well as capcacity to provide support to case workers in delivering safe, ethical, and competent case management services.

These trainings should build off of available case management supervision training materials, including the Case Management Supervision and Coaching Training Package developed by the Case Management Task Force and the Supervision module of the Gender-based Violence Case Management training. The training should be applicable to protection, child protection, and gender-based violence case management staff. The consultancy is part of the DRC Myanmar’s strategic priority to strengthen case management services.

In order to gain a comprehensive understanding of both DRC case management activities as well as the context in which case management services are being provided, the consultant will spend the first 4-5 days of the consultancy reviewing DRC case management tools, conducting a desk review of relevant resources (protection monitoring reports, case files), and meeting with relevant DRC staff. During days five and six, the consultant will adapt training material as needed and prepare for the trainings. Please note – these timelines are suggested, and applicants are welcome to suggest a timeline for the consultancy.

The consultant will report to the DRC Protection Coordinator and DRC Rakhine Protection Manager

Responsibilities:

  1. Conduct a “desk review” of DRC case management and carry out consultations with DRC case management staff and relevant external stakeholders. This will then allow the consultant to tailor the trainings as needed.

    1. Review DRC case management policies and tools
    2. Meeting with project managers, case workers, and case management officers to gain an understanding of context and primary case management concerns
  2. Conduct training on case management supervision. Potential modules could include:

  3. Case management minimum standards – including review of timeframes and proper use of case management forms

  4. Defining supervision and coaching in case management

  5. Supervision practices and tools

  6. Supervision and coaching skills

  7. Staff care and wellbeing

The trainings should be as interactive as possible to ensure engagement of the staff. Role playing exercises can be used as appropriate.

  1. Develop and conduct Pre and Post tests before and after the trainings. Analysis of results should be shared with final report. Results should be analyzed on the individual level as well as the group level, and should identify and highlight specific topics that need further improvement.
  2. Submission of final report which includes the finalized training packages, pre/post tests, analysis of pre/post test results, and recommendations for further trainings

Deliverables:

  1. Case management supervision training (minimum 3 days) for senior case management and protection staff, delivered in Myanmar language.
  2. Case management supervision training packages, including pre/post tests. Preference for package to include both English and Myanmar versions.
  3. Final report, in English including analysis of pre/post test results as well as recommendations for future trainings.
  4. Tools for case management supervisors to use to support their supervision role.
  5. Debriefing at the end of the process with senior Protection staff

Profile of the Candidate

Your Experience must include:

  • Experience in conducting case management trainings, specifically case management supervision capacity building initiatives
  • Extensive training experience and strong facilitation skills
  • Relevant academic and professional background in protection-focused humanitarian interventions in complex environments, including experience with case management within GBV, CP, or general protection programming.
  • Understanding of context in Myanmar, including the humanitarian response overall, is a plus.
  • Demonstrated understanding of the work proposed in the TOR.
  • English writing and speaking skills
  • Ability to speak Myanmar, Rakhine language
  • Ability to work with minimal supervision.
