Project Delegate/Regional Health Focal Point (m/f/d), Kampala, Uganda

GRC is currently seeking a Project Delegate (with Health/WaSH focus) and Regional Health Focal Point (m/f/d) to be based in Kampala, Uganda with travels to other African countries. The delegate will hold a hybrid position: 1) The delegate will be responsible for the project management and technical follow-up of an emergency project implemented by Uganda Red Cross Society (URCS) with support from GRC. The project provides humanitarian assistance for South Sudanese refugees and host communities in Northern Uganda, following an integrated community-based WaSH/Health focus (incl. access to clean water, risk communication, health and hygiene promotion). As part of the project, URCS will roll-out community-based surveillance to the project area. The delegate will be required to provide technical support and to assist URCS in related capacity strengthening efforts. 2) The delegate will also act as GRC Health Focal Point for Africa. In this newly created function, the delegate provides operational and technical advice to GRC-supported projects with health components in the Africa region. As part of this role, the delegate is expected to conduct field visits and provide technical guidance, as needed. In line with this, the delegate shall act as GRC liaison for health-related discussions in Africa in coordination with relevant partners (incl. IFRC).

Starting date: 01.01.2023

Duration: 12 months (with possibility of extension)

Location: Kampala, Uganda (with frequent regular travel to the project region in Uganda and to other African countries such as Madagascar and Sudan)

Main duties & responsibilities:

  • Ensure the planning and implementation of above-described emergency project in close collaboration with the URCS project team and in line with GRC, URCS and German Federal Foreign Office (GFFO) guidelines, rules and regulations, including financial management;
  • Ensure regular monitoring of project implementation including the collection and analysis of data for indicator-based reporting and project monitoring;
  • Ensure quality and timely narrative and financial reporting in compliance with GRC and GFFO policies and regulations;
  • Support ongoing GRC/URCS interventions focusing on the support to the South Sudanese refugee population in North Uganda and hosting communities;
  • Provide technical support to URCS staff in the field of refugees’ Health and WaSH;
  • Act as Regional Health Focal Point in Africa and provide operational and technical advice to GRC-supported projects with health focus;
  • Provide trainings/capacity building to GRC project teams and respective African National Red Cross/Red Crescent Societies in the field of Health, as needed, and stimulate uptake of learning from project results;
  • Act as GRC liaison between for health-related discussions in Africa in coordination with relevant partners;
  • Support in developing concept notes and proposals.

Required Competencies & Skills:

  • University degree in Public Health, Epidemiology, WaSH, Humanitarian Aid or a related field;
  • At least five years’ experience in designing, implementing, and managing humanitarian WaSH/Health/ programs and activities, experience in community-based public health projects would be a strong asset);
  • Ability to train and guide staff and community volunteers, and provide technical support and capacity building;
  • Strong programme management skills, including planning, activity tracking, finance management, monitoring, and evaluation;
  • Experience in working with national or local partner organisations;
  • Experience in managing donor-funded projects (GFFO experience will be a strong asset);
  • Experience in working with the Red Cross / Red Crescent would be a strong asset;
  • Familiarity and experience with community-based (health) approaches (particularly those used in the RC / RC Movement) will be a strong asset;
  • Excellent communication skills, the ability to build relationships at all levels, taking into account cultural and language differences;
  • Willingness to travel within Africa, including to remote areas and challenging security environments,
  • Oral and written fluency in English (knowledge of German, French and/or Arabic would be an asset);
  • Ability and agreement to adhere to the Red Cross Red Crescent Fundamental Principles;
  • Ability to complete a thorough medical screening process ‘working abroad under specific climate and health conditions’;
  • Valid International Driving Permit.

You will be part of a highly motivated professional and multicultural team. We offer you a compensation package according to the collective employment agreement of the GRC, an expatriation allowance during your mission as well as a personal allowance to cover your accommodation. In addition to a full insurance package GRC is covering a home flight within a 12-months period of assignment. You will benefit from a comprehensive training package and receive briefings and coaching prior as well as during and after your mission. Medical check-ups and Psychosocial Support Service are included in your assignment.
