  1. Background to the consultancy

Danish Refugee Council (DRC) has been operational in Myanmar since 2012, focusing on protection, economic recovery, CCCM and humanitarian disarmament and peacebuilding assistance for conflict affected communities in Kachin, Rakhine and NSS. DRC implements both directly and increasingly via local partners in response to access constraints, and Covid-19 restrictions. Focus is on responding to the immediate needs of internally displaced people (IDPs) and the communities hosting them, as well as building their resilience to shocks and stresses in the longer term. The number of people in need of assistance has risen exponentially in 2022 due to the economic impact and deterioration of the protection environment following the military seizure of power and subsequent unrest. DRC Myanmar is scaling up Protection Case Management services in order to meet the growing need. DRC Myanmar therefore requires a Protection Case Management Information Management System (PCM IMS) that support the provision of case management support to identified individuals or groups through the management of data – from case identification to case closure,

  1. Objectives of the consultancy

DRC is currently developing a Protection Case Management Information Management System. The system is currently within the proof of concept phase and is being piloted at the country office level. DRC Myanmar requires support with the piloting of the system within the Protection case management program. The consultant will therefore lead on the piloting of the IMS including lead, alongside DRC HQ colleagues, on required capacity building and overall IMS testing within DRC Myanmar.

  1. Scope of work

i. Work to be performed and expected outputs

  • Support DRC HQ staff with setting up system functionality including setting up users for the system and other requirements as defined/requested by DRC HQ IT
  • Support DRC HQ IT with testing of IMS
  • Train DRC Myanmar protection staff and information management staff on the Protection Case Management IMS
  • Provide regular coaching and supervision to users on the IMS over the course of the consultancy
  • Lead on trouble shooting and problem solving IMS issues
  • Establish process for collecting and documenting user feedback to inform pilot
  • Develop of draft simple and clear guidance on the IMS that includes, but is not limited to
    • Definition of, and guiding principles across IMS
    • Roles within the IMS
    • Data protection and data-sharing considerations
  • Engage regularly with HQ on pilot and contribute data from Myanmar pilot to HQ to support proof of concept phase

ii Deliverables

  • Established, functioning Protection Case Management IMS system for DRC Myanmar
  • Record of problems and adjustments made to the system in relation to piloting
  • Multiple trainings and supervision meetings with protection and information management staff on PCM IMS
  • End of consultancy report covering piloting of PCM IMS including suggested future recommendations on adjustments/improvements to support functionality of IMS
  • Simple clear guidance on PCM IMS

Duration and timing

The consultancy is expected to take a maximum of 50 days. The consultancy should be completed by 31 December 2022

Qualifications and experience required

  • A minimum of four years (4) work experience in a humanitarian or development setting with relevant professional experience in the field of information management
  • Experience establishing and/or rolling out information management systems is required
  • Knowledge of Case Management standards of practice is desirable
  • Proven success in developing and facilitating training and capacity-building activities, preferably in a remote capacity
  • Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise
  • Excellent communication and writing skills in English is required
  • Communication and writing skills in Myanmar language is desired

Technical supervision

The consultant will report to and receive technical supervision from the DRC Myanmar Protection Technical Coordinator.

Place of assignment

This consultancy is remote and the consultant is expected to work from home/location of their choosing. The consultancy does not include cover for consultant accommodation and the consultant is not expected to travel to Myanmar to perform the work.
