  1. Purpose of the consultancy/service required

Danish Refugee Council (DRC) has been operational in Myanmar since 2012, focusing on protection, economic recovery, CCCM and humanitarian disarmament and peacebuilding assistance for conflict affected communities in Kachin, Rakhine and NSS. DRC Myanmar focus is on responding to the immediate needs of internally displaced people (IDPs) and the communities hosting them, as well as building their resilience to shocks and stresses in the longer term. The number of people in need of assistance has risen exponentially in 2022 due to the economic impact and deterioration of the protection environment following the military seizure of power and subsequent unrest. DRC implements both directly and increasingly via local partners in response to access constraints, and Covid-19 restrictions and is currently working with 9 CSOs.

  1. Objectives of the consultancy

DRC is improving it’s commitment to mainstreaming Protection from Sexual Exploitation and Abuse throughout operations including its commitment to support CSO partners with PSEA mechansims. A consultant will be hired with the primary aim of providing technical expertise and guidance on PSEA support within the partnerships department. The key deliverable of the consultancy is the development of PSEA capacity assessment tools that allow DRC and partners to develop shared understanding of the partner’s organizational strengths and areas of improvement on PSEA moving forward.

  1. Scope of work and methodology

i Work to be performed and expected outputs

  1. Develop DRC Implementing Partner PSEA capacity assessment tools and methodology
  2. Piloting tools developed with a minimum of 4 partners and adapting based on feedback and lessons learned
  3. Conduct assessment with 5 additional partners
  4. Conduct training on PSEA for DRC implementing partner staff
  5. Train DRC management on PSEA include support staff training on complaints and feedback mechanisms and reporting procedures for PSEA incidents
  6. Train DRC PSEA Focal Points to conduct PSEA assessments with future partners
  7. Train select DRC staff on conducting CSO PSEA capacity assessment

ii Expected Deliverables

  1. DRC Partnership PSEA Capacity Assessment tool – validated with relevant staff
  2. 9 completed PSEA capacity assessments for 9 CSO partners including action plans for support
  3. Training on PSEA with DRC Myanmar management staff including training report
  4. Training on PSEA for 9 CSO partner staff including training report
  5. Guidance note on conducting PSEA Capacity Assessment
  6. Training for DRC staff on conducting partner capacity assessement tool

Duration and timing:

The consultancy is expected to take a maximum of 35 days. The consultancy should be completed by 31 December 2022

Qualifications and experience required

  • A minimum of four years (4) work experience in a humanitarian setting with relevant professional experience in the field of sexual exploitation and abuse, protection, gender-based violence, staff misconduct and discipline, gender mainstreaming, and/or humanitarian affairs
  • Previous experience working on prevention of sexual exploitation and abuse
  • Knowledge of UN and IASC policies and guidance related but not limited to PSEA, AAP, GBV and Centrality of Protection
  • Proven success in developing and facilitating training and capacity-building activities on PSEA, preferably in a remote capacity
  • Previous experience working with CSOs is desirable
  • Flexible work attitude: the ability to work productively in a team environment as well as independently, and the ability to handle requests or issues as they arise
  • Excellent communication and writing skills in English is required
  • Communication and writing skills in Myanmar language is desired

Technical supervision

The consultant will report to and receive technical supervision from the DRC Myanmar Protection Technical Coordinator.

Place of assignment

This consultancy is remote and the consultant is expected to work from home/location of their choosing. The consultancy does not include cover for consultant accommodation and the consultant is not expected to travel to Myanmar to perform the work.
