Terms of Reference War Child Holland Jordan EQUIP2 Competency Videos Production Service Provider

Background

War Child Holland (WCH) is an independent and impartial international non-governmental organization investing in a peaceful future for children and young people affected by armed conflict. We strive to empower children and young people while enabling adults to bring about positive and lasting change in the lives of conflict-affected children and young people.

In support of the quality of programs, WCH is involved in a platform called EQUIP to develop and test assessment tools to test the competencies of practitioners working with children and their caregivers. WCH intends to conduct testing of the tool with Early Childhood Development (ECD) Educators implementing an educational intervention with children.

Purpose of the assignment:

As part of the Quality of Care Framework in WCH, the recruited individual/entity will support as service providers during the production and post-production of group and individual competency videos. In this video a short roleplay is shown that shows different aspects of competencies of people that are working with children, or the parents of the children. As part of this assignment, the service provider will be responsible for overseeing the technical and quality aspects of the competency videos in cooperation with the Research Coordinator in WCH and the wider research team. The videos produced will aim to show a variation of good and bad competencies from different tools developed by the WCH research team (WeACT, ENACT). Fundamentally this assignment is divided into two phases.

Phase 1: Videos for Competency items in the WeACT tool. Project Name (Budget): EQUIP2 Expected start date: Mid-June Videos to be produced: – 26 single competency, all videos with an average span of 60-120 seconds for each one. – 4 multi-competency videos, two individual video(1)s, and two group(2) videos, the average span of each video are 10 minutes.

The total span for all videos: 66-90 minutes.

Phase 2: Videos for Competency items in the ENACT tool. Project name (Budget): Caregiver Support Intervention (CSI) Expected start date: Mid-August Videos to be produced (tentative): 4 multi-competency videos with a span of 10 minutes each. The total span for all videos: 40 minutes.

For phases 1 and 2, War Child Holland will ensure the finalization of the scripts and the readiness of the role-players taking part in the video, the service provider will be responsible for providing the necessary equipment, human resources, and any other necessary resource to ensure the quality during the production and post-production.

Responsibilities /Scope of Work:

The video company will provide quality technical and human resource support to produce videos to show a variation of good and bad competencies from different tools developed by the WCH research team (WeACT, ENACT)

They are expected to:

  • Provide quality equipment needed for the video shooting (cameras, microphones, lighting kit, and any other necessary tool needed in location)
  • Oversee the post-production of the videos (editing, sound mixing, and any process required to finalize the video to be used)
  • The service provider will adhere to the instructions of the research team to ensure meeting the goals of each video; this can include the person who should be focused on and camera angles.
  • Adhere to agreed timelines for completed videos to ensure project deadlines are met.
  • Immediately notify the Research Coordinator in War Child of any issues, errors, or questions encountered while performing the task. This could pertain to the recording itself or any of the processes in the production and post-production phase.
  • Share with War Child’s research coordinator any and all videos as soon as they are completed on a rolling basis.
  • The service provider is expected to provide WCH with all raw materials from the shooting days, including all the takes and soundbites. Files are expected to include video intended to be shot and the number of takes.
  • The service provider will be committed to doing two minimum edits of the final product as part of the agreement on a request basis by WCH.
  • Comply with the EU General Data Protection Regulation in ensuring safe management of the data. This includes ensuring the assignment is carried out with utmost attention to ensuring safe storage and transfer of their data. This includes not sharing with external parties any information pertaining to:
  • Participants identities.
  • The recordings and scripts themselves.
  • Any information shared by War Child as part of this assignment

Reporting

The service provider will be reporting administratively to the Business Development Coordinator in WCH – Amman, and technically to the Research Coordinator consultant.

Payment:

  • 35% of payment is due upon the signing of the agreement.
  • The remaining amount (65%) will be due upon delivery of the final agreed version for the videos.
