South Sudan is relatively a new country with many humanitarian and development challenges and a multitude of international and national development and humanitarian actors, including UN agencies and international and national NGOs. South Sudan Red Cross (SSRC) has been supported through various projects and programs by nine Red Cross Red Crescent (RCRC) Movement partners in South Sudan. SSRC is one of the significant local civil society organizations in South Sudan with a presence of 21 local branches in all 28 states, a network of an estimated 24,000 volunteers and over 220 members of staff. South Sudan Red Cross (SSRC) since its inception is responding to address vast needs of the vulnerable people of the Republic of South Sudan. In addition, International Federation of the Red Cross- (IFRC) is supporting SSRC to implement various humanitarian projects especially the National Society Development project. The partnership between IFRC and South Sudan Red Cross (SSRC) took an important turn in 2019 when its focus also started adressing NSD and new response capacities were enhanced within the field structure.

Danish Red Cross (DRC) has been working bilaterally with SSRC for more than a decade. Support has been given mainly to development of a capacity for emergency preparedness and response, community based psychosocial programmes, NSD and to branch capacity development. Being one of the newest National Societies, there are immense opportunities and, during the last few years, the SSRC has made great progress in the field of National Society Development with the support of the IFRC. Going forward, it will be important to build on the achievements from previous years and provide effective technical support to ensure continuous implementation of the National Society Development Framework as well as to coordinate and guide Movement Partners in the area of NSD

Responsibilities

Some of the key responsibilities of the NSD Delegate:

The incumbent will contribute to implementing the Building Strong Local Actors goals of strategy 2030 by maintaining and strengthening IFRC knowledge and systems to facilitate well-coordinated, high quality National Society development support to South Sudan Red Cross in accordance with the SSRC Strategic Plan 2022-2026 and National Society Development Framework.

  • Work with South Sudan Red Cross and in country movement partners to ensure well-coordinated, high quality NSD support to South Sudan Red Cross
  • Maintain good working relationships and ensure timely two-way communication with the colleagues managing National Society development in South Sudan Red Cross and the movement partners operating in South Sudan Red Cross
  • Promote and ensure strong integration of Agenda for Renewal and Pan African Initiatives
  • Provide technical support to SSRC in the development and implementation of the 2022-2026 National Society Development Framework
  • Be the country focal point for the Capacity Building Fund (CBF), Empress Shôken Funds and the National Society Investment Alliance (NSIA), liaising with the regional Policy Strategy and Knowledge (PSK) team as appropriate
  • Be country focal point for leadership development initiatives, liaising with the Regional PSK team as appropriate
  • Support the youth interventions with a special emphasis on youth and peace building as per MCA
  • Maintain up to date personal expertise in at least three specialist areas (legal frameworks, Financial Sustainability, resource mobilization, volunteer management, sustainability of NS, gender and diversity, branch development governance and leadership. CEA, localization etc.) of National Society development and act as a focal point for the country NSD and other stakeholders in these areas
  • Lead and facilitate processes to expand and share NSD knowledge through development of research, case studies, training, etc. and identify, document and validate relevant knowledge and learning and making it available to South Sudan Red Cross and its Movement partners. Collect, document and validate outcomes and learnings of individual support interventions and aggregate the data and findings to higher levels
  • Collate relevant data through, FDRS and other existing data collection systems and analyse and interpret key patterns and systemic organisational weaknesses, to better focus the secretariat’s support to National Society development
  • Represent the IFRC in Technical committees and other Movement Coordination mechanisms as needed
  • Promote the spirit of SMCC at all levels and support movement coordination in country in accordance with MCA and SMCC.

Experience and qualifications

  • Relevant degree level qualification or extensive professional experience in related field and or social sciences, Organisational development, Project management etc
  • Master degree and Minimum 5-6 years’ work experience in a field relevant to organisational development and/ or capacity development(inside or outside the RCRC Movement
  • Proven credibility in relation to organisational development and capacity enhancement, change management, and related aspects
  • Excellent communication, coordination and facilitation skills in culturally and politically sensitive environments
  • A high degree of proficiency in both written and spoken English language. Knowledge of Arabic language is an added advantage.
  • Knowledge about the Red Cross/Red Crescent Movement, Disaster Management, protection, Youth and volunteerism and other cross-cutting programmes within the RCRC is an added value
  • Proven field experience in project management in conflict-affected or post-crisis countries.

We expect that you have good analytical and negotiating skills. You possess excellent communication, coordination as well as networking and facilitation skills. You need to have assessment, consultation, planning and project management skills. In terms of personal qualities, good cultural understanding and the ability to work in a challenging multicultural environment is essential.

Employment Conditions

The ideal starting date is as soon as possible. There is a 3-month probationary period, and the total length of the initial contract is 12 months with the possibility of extension. The salary including all allowances and pension payment will be between DKK 40,000 and DKK 44,000 per month, depending on qualifications and experience. Apartment in Juba is provided free of charge.

South Sudan is a non-family duty station with a paid 7-day Rest & Recuperation break permitted after every 8 weeks in-country. The delegate will be recruited by DRC and seconded to IFRC to work from IFRC and SSRC office.
