The Central African Republic has been facing a chronic and complex security, socio-political and humanitarian crisis since 2013, characterised by social unrest, inter-community clashes, a resurgence of organised crime and acts of violence, and population displacement. All of this has had serious consequences for people’s livelihoods, their living conditions, social cohesion and access to basic social services.

The objective of the HR Focal Point Capacity Building Delegate for the CRCA is to support and strengthen the CRCA in the area of HR management, in conjunction with the CRF delegation in CAR, and to liaise with other actors of the CRCR Movement in CAR regarding capacity building for the CRCA. The objective of the HR Focal Point is to support and strengthen the CRCA in terms of HR management, in conjunction with the CRF delegation in CAR, and to liaise with the other actors of the CRCR Movement in CAR in terms of capacity building of the CRCA. He/she is in charge of monitoring and updating the Human Resources policy according to the needs of the CRCA and in compliance with national legislation. He/she is in charge of the collaboration with the actors of the CRCR Movement in CAR to ensure the synergy of the capacity building efforts of the National Host Society (SNH). The HR Delegate Focal Point Capacity Building of the CRCA provides strong human resources management to the CRCA. The HR Focal Point provides strong human resource management to CRCA in accordance with the standards of the organisation, donors, statutory parties and other stakeholders. MOVEMENT COLLABORATION In connection with an identified counterpart(s) within the CRCA: ● He/she ensures communication with the Movement actors on the capacity building plan of the SNH of the CRf ● He/she ensures the complementarity of the capacity building plan of the CRCA with the strategy and priorities expressed by the CRCA, the other Movement actors in CAR and the CSO strengthening plan within the framework of the Global Fund programme ● He/she ensures advocacy with the CRCA Movement actors for the development of a harmonised CRCA capacity building plan ● She/he accompanies the drafting and development of the SNH capacity building plan within the CRCR Movement in CAR ● He/she supports the implementation of the overall “CRCR Movement” capacity building plan for the CRCA

HUMAN RESOURCES In connection with an identified counterpart(s) within the CRCA : ● He/she develops and proposes possible updates of the HR policy in terms of rules, procedures and tools related to recruitment, the CRCA internal regulations, remuneration/salary policy, administrative management, disciplinary aspects and management of individual career paths within the organisation ● He/she ensures that all job descriptions are updated ● He/she is responsible for supporting and reinforcing his/her counterpart within the CRCA to ensure the application of this policy, once validated by the President of the CRCA. ● He/she ensures that the rules and procedures are known, understood and implemented by all managers, and that they have all the tools relating to their application (internal regulations, work contract, job profile, etc.) ● He/she advises and supports managers and staff on all aspects of the CRCA’s HR policies and procedures ● He/she trains the support managers, administrative assistants, in the field for the recruitment and monitoring of local staff contracts in the field

Profile of the candidate Profile elements : Solid experience as a generalist in HR and Finance (minimum 3 years), ideally in a humanitarian/international NGO context context and preferably in an insecure environment

Job requirements:

● Ability to develop and produce financial management tools and HR procedures. ● Experience of working in a team with a functional link. ● Experience of working in a multi-cultural and multi-disciplinary team. ● Excellent analytical, writing, planning and organisational skills. ● Good teaching skills. ● Proven interpersonal skills, diplomacy and neutrality. ● Absolute confidentiality. ● Ability to work in a context of both crisis and development (stress, workload, insecurity). ● Mastery of IT tools (windows environment, messaging).

Assets:

● Knowledge of CRF and CRCR movement would be a plus.

Languages:
