POSITION PURPOSE

On April 15, 2023, fighting broke out between the Sudanese armed forces (SAF) and the paramilitary Rapid support forces (RSF) in the capital, Khartoum, in the nearby town of Omdurman and in Merowe City in a Northern State. The conflict subsequently spread to cities in other states, including Nyala (South Darfur), Al Fashir (North Darfur), El Obeid (North Kordofan) and Ag Geneina (West Darfur).

The conflict has continued for over eight consecutive weeks—as of June 12, 2023, especially in and around Khartoum. As of May 16, and according to the Federal Ministry of Health, at least 780 people have been killed and 5,800 injured.[1] With both warring parties heavily armed, the conflict is characterized by high intensity and has resulted in the loss of civilian lives and in the destruction of private houses and assets as well as critical infrastructures, including hospitals and markets.

Millions of people remain without access to even the most basic of health services. Since April 15, the World Health Organization (WHO) has reported at least 34 attacks related to the country’s health care system, including 21 which have impacted health facilities, and 10 that have impacted health personnel. As of As of May 9, close to 67% (59 out of 88) of the main hospitals in areas of conflict were out of service, according to the Committee of Sudan Doctor’s Trade Union; also, only 29 hospitals were either fully or partially functioning, with some providing first aid services alone. These hospitals are vulnerable to being shut down due to a lack of medical personnel, medical supplies, water, and electricity. Meanwhile, health services have resumed in the Nyala Teaching Hospital (South Darfur), Bashair Hospital in Khartoum, and Damaan Hospital in Al Obeid (North Kordofan). The WFP Sudan Country Office in Khartoum has been completely ransacked, with similar incidences afflicting premises of other UN agencies in the capital city. WFP Sudan’s only local supplier of nutritional commodities —SAMIL— was completely battered.

ADRA is currently implementing integrated Cash responses to assist IDPs fleeing the conflict in several locations across the country.

KEY RESPONSIBILITIES

Technical Leadership:

  • Sup Develop and monitor the implementation of the Country office CVA strategy and action plan in consultation with Project Manager and Technical Advisors in other thematic areas. Capacity build, mentor and build networks across Country Office (CO); identify top talents, capacity gaps and facilitate opportunities for learning.
  • Support CO preparedness for cash programming, and compliance with CTP Operations Manual and ADRA Sudan Policies and Procedures. Ensure that all country programmes have completed cash transfer feasibility and risk assessments (and support in the completion of these assessments).
  • Facilitate cross-country learning between CVA experts in the region, and participate in cross-country learning with other regions; identify creative ways to share learning, best practices and collectively address challenges, feeding back to the Cash & Market Working group;
  • Working closely with the C&M HTWG and ADRA Humanitarian Preparedness teams, support the identification and implementation of preparedness activities in prioritised areas (e.g. standard operating procedures, framework agreements, feasibility & risk analysis), regularly tracking their preparedness rating and proactively engaging field staff. When needed, support the design and review of country Emergency Preparedness Plans and Contingency plans.
  • Work closely with new business development colleagues to identify and pursue funding opportunities; engage with technical partners, donors and colleagues across the different ADRA network offices.

Program Quality & Implementation:

  • Lead the technical scoping, planning, design, and proposal writing during new programme development. Ensure that we design and deliver high-quality, holistic, gender-transformative, and gender-equality-focused programmes, building on global best practices. Ensure that broader intersecting social justice, disability, and resilience considerations are reflected in our programme design and implementation.
  • Promote a Systems Strengthening approach as the overarching framework that supports working in collaboration and partnership with governments and local partners and working towards impact, scale, and sustainability.
  • Provide oversight and guidance to the programme implementation teams to ensure that thematic programme components are technically sound, implementation methods are consistent with national and global strategies, acknowledged good practice; and are likely to achieve scale, as well as equitable and sustainable results.
  • Undertake field visits to project sites; work with implementation teams to understand impacts and operational challenges, and continuously identify opportunities for learning and improvement.
  • Monitor trends to ensure early action, and lead technical design and implementation and technical coordination of humanitarian responses.
  • In alignment with Country Office strategy and leadership, engage in strategic positioning with donors, partners, and government in-country, and ensure that Save the Children is a partner of choice in Cash & Market-based Programming.
  • Strengthen civic engagement in national dialogues and policy processes by working closely with advocacy and governance colleagues. Ensure that the diverse voices of children, girls, and boys are equitably heard and represented across thematic advocacy work.
  • Represent the program to National and Local government representatives, donors, partner agencies, etc. as required.
  • Ensure the quality, clarity, and consistency of technical components of internal and external reports (e.g. programme reports, sit-reps, internal updates), working closely with awards, programme implementation, and communications colleagues as needed.

QUALIFICATIONS

Education:

  • University degree in economics, international development, public administration, agriculture and food security, or equivalent experience.
  • Certified CaLP trainer (preferable)

Experience:

  • Minimum 5 years’ experience of working internationally in Cash & Voucher Assistance in emergency and development settings, for a broad range of institutional donors and sectors beyond Food Security & Livelihoods)
  • Experience with various cash and voucher modalities, including digital, mobile, card, paper vouchers, and cash-in envelopes
  • Management experience in operational aspects of cash and voucher interventions
  • Experience in the introduction of internal controls systems to support cash and vouchers delivery in the areas of financial management, logistics, security, and program delivery.
  • Demonstrable understanding of M&E, beneficiary accountability, and learning
  • Experience in the application of methodologies to calculate cash/voucher amounts for sectoral outcomes (e.g. cost of the diet) as well as for multi-purpose cash transfers; experience in conducting feasibility and risk analysis for cash & voucher assistance · Familiar with Sphere Standards.
  • Track record in successful business development/fundraising, especially with ECHO, DfID, and USAID
  • Demonstrated program design, monitoring, and evaluation skills, including designing pathways to sustainable impact at scale.
  • Experience in strategy development and planning ·
  • Experience in context, capacity and policy analysis, and influencing and advocacy at the regional/international level to hold duty bearers to account to realize children’s rights.
  • Skilled at networking, representation, and partnership development to promote learning, strengthen civil society, and mobilize resources.

Skills and knowledge:

  • Experience in writing reports; developing and monitoring proposal and project budgets;
  • Experience in procuring goods and services and working with consultants and vendors;
  • Experience organizing and managing program/project knowledge/information;
  • Strong writing and editing skills; excellent communication, organizational, and analytical skills;
  • Exceptional ability to work well in a team environment as well as independently;
  • Ability to multi-task under tight deadlines; ability to travel internationally on short notice;
  • Comprehensive knowledge of Microsoft programs (Excel, Word, PowerPoint, etc.);
