POSITION PURPOSE

The main purpose of strengthening the Agri food systems, is to reduce reliance on protracted humanitarian assistance by enhancing the resilience of smallholder farmers’ livelihoods and the systems and institutions that support them. This will be achieved through accelerating access to, and adoption of, demand-driven innovations that increase production, productivity and profitability of key agricultural value chains while enhancing natural resources capacities of agricultural and agro-pastoralist households in rural and urban areas of Blue Nile Region and White Nile state for 27,500 beneficiaries.

To achieve this, ADRA is seeking for a Projects MEAL Manager who will ensure that suitable monitoring and evaluation system is place in accordance to the programme’s overall MEAL Framework, implemented as intended, and reporting in a comprehensive and timely manner to facilitate the delivery of the outcomes/impacts of the Project in BNR, WNS and GS. In addition, the MEAL Manager will provide technical assistance to staff and partners to ensure that projects/programs in SUDAN are well monitored as needed, scopes of work for evaluation reflect key learning questions, high quality external or internal evaluators undertake evaluations, recommendations are adopted, and lessons learned are disseminated through the country program. The MEAL Manager will further capacitate the teams in various approaches including M&E for Market Systems Development, COLMeal, Farmer Market schools among others.

KEY RESPONSIBILITIES

  • Develop a solid MEAL system for capturing outputs, outcomes and impacts, whichever is possible, of the different interventions of the Organization in SUDAN.
  • Facilitate the implementation of the MEAL system of the SUDAN Programs department including an efficient and effective flow of information as well as the synergy and partnership among the key implementing agencies and stakeholders.
  • Advise the PM whenever necessary of adaptive management to ensure the projects provide quality outcomes/results.
  • Lead and contribute to all programs department evaluation activities, assessments, program/project reviews and knowledge production for informed decision-making.
  • Whenever necessary, spearhead the establishment of database of all the project/program baseline activities, impact assessments, achievements/outputs and information on the ongoing project/program activities and their contribution to the objectives of the existing projects.
  • Undertake field visits to monitor the implementation of activities as per the MEAL framework and may be required.
  • Lead training, orientation and mentoring of project/program teams/staff on the development/management and implementation of effective MEAL systems for both humanitarian and development projects/programs.
  • Take Lead and contribute significantly to the reporting mechanisms with the project managers in the field offices and will be responsible for compiling and submitting high quality project/program reports to both internal and external stakeholders.
  • Collaborate with Country Office staff to realize learning agendas that contribute to the evidenced-based programming approaches of ADRA Sudan development and humanitarian projects.
  • Take lead in preparing the situation and context analysis reports, update , power point presentation and budget tracking with the PM and other project officers.
  • Contribute to the revision of the projects log frames, indicators and work plan, as needed, and in connection with project/program reviews and performance indicators.
  • Collaborate with Program department staff to ensure accountability to a range of stakeholders through increased participation, transparent communication, responsive feedback mechanisms, and adherence to internal and external quality standards and requirements.
  • Develop and disseminate knowledge in support of accountability and learning, including: guidelines, tools, and case studies.
  • Take the lead in the development of success/ life changing stories;
  • Promote knowledge management and collaborative learning processes at the projects, program and institutional levels, generating robust evidence for project and programmatic learning, that leads to action, decision-making and influence.
  • Perform other duties as required from the position’s supervisor.

TRAVEL REQUIREMENTS

  • As needed.
  • 80% of the position’s time is to be spent in Damazine and Kosti, 20% in Khartoum/Medani.

EDUCATION, EXPERIENCE AND COMPETENCY

Essential

  • Bachelor’s degree in the field of information and data management, social sciences, development studies, Agricultural Economics or any related field.
  • A minimum of five years’ experience of progressively responsible professional working experience in any INGO doing development or humanitarian work in the area of monitoring and evaluation with perspectives on MSD, Food Security and livelihoods and resilience programming.
  • Experience of working in the field of reporting and monitoring to include experience in developing plans, tracking results, reporting to different partnering agencies.
  • Knowledge on report writing and computer literate.
  • Analytical and problem-solving skills.
  • Experience in implementing MEAL for similar projects in Sudan.
