DESCRIPTION OF THE PROJECT :

The overall aim of the IWEE project, financed by the Agence Française de Développement (AFD), is to contribute to the economic empowerment of Iraqi women and reduce gender inequalities by increasing their income. The objective will be pursued through three components: supporting the structuring of the female entrepreneurial ecosystem, supporting the creation of micro-enterprises and the development of existing businesses created by Iraqi women.

DESCRIPTION OF THE ASSIGNMENT :

Based in Baghdad, the Project Manager will be responsible for the management and operational implementation of the activities deployed by Expertise France as part of the project.

The project manager oversees the definition and implementation of the project’s intervention strategy with the support of technical experts, regional teams, the project officer at headquarters, and in close cooperation with partners in Iraq.

Reporting to Expertise France’s head office in Paris, the Project Manager will be responsible for the overall coordination of the project, for ensuring that Expertise France’s contractual obligations are fulfilled (particularly in terms of planning, monitoring activities and reporting), for the quality control of activities and for ensuring that they are in line with the defined indicators. He/she will ensure that cross-cutting issues are integrated into the project and will promote the project, capitalise on it and link up with the AFD and technical partners.

The Project Manager will be responsible for the following tasks:

– Steering the project

· The Project Manager is responsible for planning and monitoring the implementation of the project, in line with the project activities. In close collaboration with the rest of the team (and partners), he/she is responsible for taking strategic directions to ensure that the project achieves its objectives;

· Plans and organises the implementation of the project in close collaboration with the various partners;

· Drafts calls for proposals, procurement plans, guidelines, carries out contract negotiations, quality control of contracts and monitoring of contractual commitments, etc. ;

· Identifies expertise requirements for the various components and ensures that experts are properly mobilised;

· Ensures quality control of deliverables;

· Prepares steering committees and technical reports;

· Monitors the project and activity performance indicators;

· Supervises the development and implementation of the communication strategy;

· Oversees the development and implementation of the monitoring and evaluation system;

· Represents Expertise France to AFD and beneficiaries.

The project manager is responsible for the coordination and supervision of the management and coordination team based in Bagdad and Erbil.

· Their specific responsibilities include:

· Facilitating steering meetings with technical experts and regional officers: planning and coordinating activities between the regional and national levels, identifying priority actions, scheduling for regional teams, etc.

· Organizing and planning team activities in Manila and ensuring effective coordination with regional technical assistance teams.

· Delegating and guiding the implementation of activities at the programme-level

· Supervising the project team: mobilization/evaluation, workload management, activity planning, organizing team meetings, etc.

The project manager is also responsible for the team’s safety. They ensure compliance with Expertise France’s security rules and may receive support from the logistician in this task.

– Administrative and financial management in accordance with Expertise France procedures

· Supervises and contributes to the updating of management tools for the project;

· Contributes to Expertise France’s internal reporting: financial monitoring, budget forecasts and closures;

· Supervises the preparation of contractual financial reports to AFD;

· Guarantees the application of EF procedures in terms of procurement, financial execution and financial monitoring;

· Contractualises expertise in liaison with head office (identification of expert profiles, service provision contracts, monitoring of deliverables, etc.).

– Cross-functional activities

· Liaises with head office based in Paris;

· Capitalising on and disseminating results.

Project or context description

JOB SUMMARY :

Expertise France is recruiting a Project Manager for a 3-year contract as part of the Iraqi Women Economic Empowerment (IWEE) project.

The Project Manager will be responsible for the operational management and coordination of all activities, communication and accountability of the project to the various stakeholders, in close collaboration with the Project Manager based at Expertise France headquarters in Paris and the numerous partners (public and private, Iraqi and international) involved in the project.

QUALIFICATIONS AND SKILLS :

· Master’s degree (BAC +5) in development project management, development economics, management, economics or any other subject relevant to the project;

· Mastery of the fundamentals of international project management and successful professional experience in the field of international cooperation;

· Good understanding of the entrepreneurship ecosystem;

· Good understanding of the issues surrounding women’s economic empowerment and female entrepreneurship in the Middle East;

· Good interpersonal, communication and teamwork skills;

· Excellent organisational skills;

· Autonomy, flexibility and responsiveness;

· Perfect mastery of English and Arabic;

· Excellent writing skills;

· Fluency in local dialectical languages and French would be a plus.

PROFESSIONAL EXPERIENCE :

· At least 5 years’ professional experience in implementing international cooperation projects and programmes;

· Experience in related areas (entrepreneurship, women’s economic empowerment, private sector development, etc.);

· Knowledge of AFD management procedures;

· Field experience in the Middle East. Experience in Iraq would be a plus;

· Knowledge of Expertise France management procedures would be a plus.
