BACKGROUND ON IMPACT AND REACH

REACH was born in 2010 as a joint initiative of two International NGOs (IMPACT Initiatives and ACTED) and the United Nations Operational Satellite Applications Programme (UNOSAT). REACH’s purpose is to promote and facilitate the development of information products that enhance the humanitarian community’s decision making and planning capacity for emergency, reconstruction and development contexts. REACH facilitates information management for aid actors through three complementary services: (a) need and situation assessments facilitated by REACH teams; (b) situation analysis using satellite imagery; (c) provision of related database and (web)-mapping facilities and expertise.

IMPACT Initiatives is a humanitarian NGO, based in Geneva, Switzerland. The organisation manages several initiatives, including the REACH Initiative. The IMPACT team comprises specialists in data collection, management and analysis and GIS. IMPACT was launched at the initiative of ACTED, an international NGO whose headquarter is based in Paris and is present in thirty countries. The two organizations have a strong complementarity formalized in a global partnership, enabling IMPACT to benefit from ACTED’s operational support on its fields of intervention.

COUNTRY PROFILE

The humanitarian situation in Yemen is one of the most severe in the world, with 20.7 million people – or 66% of the population – in need of humanitarian assistance. The direct effects of the conflict – from airstrikes, to sieges of population centers and blockages – continue to have severe effects on the population. Other aspects, such as deterioration of basic service infrastructure and a fuel crisis – also have enormous impact on Yemenis. Food insecurity and malnutrition are the main drivers behind the number of people in need with approximately 17.4 million people now in need of food assistance. In addition, natural hazards, such as heavy rains and flooding cause deaths and injuries, destroy infrastructure and livelihoods, and increase the spread of diseases. The loss of livelihoods, when combined with the depreciation and general volatility of the Yemeni currency, has made the purchase of basic everyday necessities difficult for most Yemenis. 1.5 out of 4.3 million Internally Displaced Persons (IDPs) – or 35% of IDPs – live in more than 2,300 IDP Hosting Sites. Many IDPs have been displaced multiple times over the past years due to shifting conflict lines, threat of eviction or natural hazards.

REACH has supported the humanitarian response to the Yemen crisis since October 2016, working extensively with the Shelter/NFI Cluster, the CCCM Cluster, the WASH Cluster, the Cash and Markets Working Group (CMWG). The REACH team – based remotely in Amman – provides systemic assessment and IM support to the response through indicator review, tool design, coordination of data collection exercises, data analysis, output production, and IM platform design. Given the challenging context in Yemen, REACH is constantly working to find new and innovative ways to effectively inform the humanitarian response.

POSITION PROFILE

REACH Yemen is seeking an Assessment Officer (AO) to support our work with the CCCM clusters in Yemen. In this role, and under the supervision of the CCCM Assessment Specialist (AS), the AO will support all research cycles related to CCCM. Tasks will include indicator review, sampling strategy review, data collection tool and methodology design, data cleaning tool and methodology design, coordination of data collection, output production and presentation of results, and supporting the incorporation of REACH findings into strategic planning documents. This support will be provided for several assessments and monitoring exercises, based on the needs of the Cluster and Cluster partners, as determined through close collaboration with REACH.

In addition, the AO will support representing REACH Yemen with the CCCM Clusters, participating in methodological and programmatic discussions, and collaborating with Cluster partners in data collection. The AO will also ensure that REACH-supported or produced data and analysis is shared with and utilized by the broader humanitarian community.

FUNCTIONS

Objective 1.1: Research Design

Under the supervision of the REACH Country Coordinator (CC), Research Manager (RM) and CCCM Assessment Specialist (AS), and in collaboration with the Research Unit at IMPACT HQ (Geneva), and Yemen CCCM Cluster and Cluster partners, the AO will contribute to Research Design ensuring that the project is comprehensive, and follows best practices as defined by the global standards of REACH and IMPACT.

Objective 1.2: Implementation

Under the supervision of the REACH CC, RM and AS, and in collaboration with the IMPACT Research Unit, and all relevant CCCM stakeholders, the AO will be responsible for supporting the implementation of all operational stages of relevant data collection exercise(s), including tool and methodology design, coordination of data collection, data cleaning, and data analysis.

Objective 1.3: Output Production

Under the supervision of the REACH CC, RM and AS, and in collaboration with the IMPACT Reporting Unit, the AO will be responsible for producing and/or overseeing the production of all relevant outputs related to the aforementioned data collection exercise(s). These outputs may include cleaned datasets, factsheets, situation overviews, maps, reports, and online dashboards.

Objective 1.4: Communication & Coordination

Under the supervision of the CC, RM and AS, the AO will support communication and coordination with CCCM Cluster and Cluster partners throughout all stages of the Research Cycle.

REQUIREMENTS

Essential

• Excellent academic qualifications, including a degree in relevant discipline (international studies, development, humanitarian response, monitoring and evaluation, etc.)
• At least 1 year of relevant working experience in humanitarian settings;
• Previous experience in survey, tool design and implementation of data collection.
• Written and spoken fluency in English required;
• Excellent analytical skills – ability to situate findings within a wider context;
• Excellent communication and drafting skills in English for effective reporting and coordination;
• Proven knowledge of the Microsoft Office Suite, including Word, Excel, and PowerPoint. Particularly strong knowledge of Excel functionality, especially with relation to conducting data analysis.
• Ability to operate in a cross-cultural environment requiring flexibility;
• Ability to work independently.
• Excellent organisational skills.

Desired

• Knowledge of the humanitarian program cycle (HPC) and the humanitarian coordination structure.
• Written and spoken fluency in Arabic.
• Expertise in working on camp coordination programs and/or research.
• Knowledge and experience in R or other statistical analysis software, and GIS software.
• Knowledge of the Adobe Creative Cloud suite (i.e., InDesign).
