Internal and external candidates will be considered for this vacancy. For the purposes of this vacancy, internal candidates are defined as staff members holding a regular, fixed-term or short-term graded or ungraded contract, including Junior Professional Officers (JPOs), staff on Special Leave Without Pay (SLWOP), and staff members on secondment/loan released by the Organization, unless otherwise specified in their contract. Staff members holding a regular, fixed-term or short-term graded contract will not retain their contract type if appointed to an ungraded position.

Context:

As an important function of its mandate, IOM is the Cluster Lead Agency for Camp Coordination and Camp Management (CCCM) for natural disaster-induced displacement situations under the 2005 IASC Humanitarian Reform. Additionally, in line with the commitments to the global Call to Action on Protection Against Gender-Based Violence in Emergencies, and in accordance with the IASC Guidelines for Integrating Gender-Based Violence Interventions in Humanitarian Action (2015), IOM has been working to improve GBV prevention and risk mitigation in CCCM operations worldwide. Expanding upon pilot initiatives, IOM’s interventions are designed to reduce vulnerabilities to GBV at the onset of emergencies, by building the capacity of field practitioners to identify, prevent and mitigate GBV risks; providing innovative tools to improve the management of sectoral responses and coordination of service provision in response to identified risks; enhancing operational collaboration between CCCM, GBV and other specialized Protection actors; and improving women’s participation in camp governance structures.

Under the overall supervision of the Global CCCM Cluster Coordinator Under and the direct supervision of the CCCM Project Coordinator, the CCCM Officer (Women’s Participation Project) will support the Global CCCM Support Team in activities relating to the a) Contribute to the implementation of Gender-Based Violence (GBV) mainstreaming project activities under the Safe From the Start Initiative and in particular through the Women’s Participation Project; b) support to IOM’s function as a CCCM Global cluster lead, assist with the development, implementation and review of tools and guidance being used by CCCM cluster/actors including sound coordination between CCCM and other Global clusters and working groups to support joint collaboration and synergies; c) Support to IOM CCCM operations and overall improvement of the quality and impact of IOM CCCM operations.

Core Functions / Responsibilities:

  1. In close coordination with the Project Coordinator, lead the implementation, monitoring, and reporting of IOM Women’s Participation Project (WPP) based on best practices and established methodologies.
  2. In close coordination with the Project Coordinator, lead the finalisation of the WPP multiyear strategy, based on the main findings of the project review.
  3. Actively support country missions implementing the WPP both remotely and through duty travel, including capacity-building initiatives.
  4. Contribute to the capturing, writing up summaries and sharing of CCCM case studies, lessons learned, and best practices, highlighting protection and GBV mainstreaming activities in CCCM, among others.
  5. Assist drafting and reviewing project/programme proposals and reports in collaboration with the Cluster coordinator, as well as development of internal strategies and resources.
  6. Liaise with IOM’s field colleagues on relevant CCCM and global project efforts, tools, and initiatives; analyse information and feedback received from IOM’s field offices.
  7. Monitor existing CCCM sectoral coordination platforms, maintaining a dialogue with IOM field offices, donors, Global CCCM Cluster co-lead agency, and partners on a regular basis to ensure relations remain strong, to address any concern, and to identify potential opportunities for partnerships linked to the WPP scope and objectives.
  8. Supervise and lead the WPP team in HQ.
  9. Support planning, logistics, and implementation for Global CCCM Cluster and IOM events, including preparation of training, workshops, cluster retreat, and simulation exercises.
  10. Promote and advocate for GBV mainstreaming in CCCM operations and global cluster activities and support technical working groups as required.
  11. In coordination with the CCCM’s GBV Specialist and the CCCM Protection Officer, support collaboration between the CCCM Cluster and the Protection Cluster, the GBV Area of Responsibility (AoR) and the Child Protection AoR on Protection mainstreaming initiatives and contribute to build synergies among them.
  12. Provide support to on-going responses and operational activities, including duty travel relating to project/programme assessment and implementation, liaison with counterparts, problem solving, capacity building, and new project/programme development, as required.
  13. Perform other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Humanitarian Affairs, Development Studies, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in CCCM Cluster Coordination, programme coordination, and management, including operational experience in the field of CCCM, Shelter, Displacement Tracking Matrix (DTM), and other relevant areas; and,
  • Demonstrated experience in implementing the Women’s Participation Project in field operations preferred.

Skills

  • Demonstrated technical expertise in relevant thematic areas particularly protection mainstreaming strategies, inter-cluster cluster coordination, inter-agency collaboration, and protection mainstreaming strategies;
  • Proven ability to maintain close relations with counterparts, including international organizations, government, donors, and other key stakeholders; and,
  • Solid computer skills, including proficiency in MS Office package (Office, Excel, Power Point, Outlook), internet and Email.

Languages

IOM’s official languages are English, French and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
