Online training (4 half-days) on risk and context analysis and management for German and local humanitarian NGOs

Dear experts and trainers,

VENRO is the association of German humanitarian and development NGOs with around 140 member organisations. In order to improve the quality of the programmes of German humanitarian NGOs, VENRO and Ruhr-University Bochum offer several trainings on locally-led humanitarian action, anticipatory humanitarian action and green humanitarian action in a joint project funded by the German Federal Foreign Office.

We plan to engage external service providers for the design and implementation of an online training on risk and context analysis and management for German as well as local/national humanitarian NGOs. The focus should be on security-related and operational risks, but other risks related to humanitarian projects can be addressed as well.

Background

Humanitarian organisations work in volatile contexts and are often exposed to diverse risks (e.g. safety & security, reputational, operational). They have to introduce robust risk management mechanisms to be able to minimise impacts of various risks to their organisations and staff.

In this online training, participants will learn step-by-step and based on practical examples how to identify and analyse risks and minimise their impacts related to their humanitarian projects. They will have time to discuss and exchange with other participants.

The training will be conducted in four half-day (à 4 hours) online sessions within a timeframe of 2-3 weeks. The training can be conducted by two moderators, ideally in partnership of an international and a local consultant. Between the sessions, participants complete individual assignments to practice applying the seminar content to their own projects.

Participants have the opportunity to acquire a certificate and one credit point (ECTS) for their participation in this training. If participants would like to acquire a certificate, they have to conduct a proof of performance during the training or a final test at the end of the event. 1. Online Training: Risk management for German and local NGOs

Venue and date: Online; Four 4-hour sessions within 2-3 weeks; March/April 2023

Date and timeframe will be coordinated with VENRO.

Target group: Up to 20 staff of German and local humanitarian NGOs that are responsible for proposal writing and/or the implementation of humanitarian projects and that have no prior or basic knowledge on risk analysis and management.

Language: English

Objectives of the seminar:

  • Participants know how to conduct a context analysis of their humanitarian projects
  • Participants know how to identify and analyse risks of their humanitarian projects and manage their impacts
  • Participants know how to conduct these activities in a partnership of a local and an international NGO

Possible guiding questions:

  • How to conduct a context analysis for humanitarian projects?
  • When to do a risk management?
  • How to conduct a risk assessment (incl. identification of risks, analysis of likelihood and impact)?
  • How to reply to and manage the identified risks?
  • How to reduce the impacts?
  • Who is responsible for risk management and the monitoring?
  • What resources are needed?
  • How to conduct risk analysis and management in partnerships?

Structure of the training:

  1. Four 4-hour online sessions (including short breaks) within 2-3 weeks in March or April 2023
  2. Between the sessions, participants will work on individual assignments to practice the seminar learnings

2. Certification (optional):

Participants have the opportunity to acquire a certificate and one credit point (ECTS). If participants would like to acquire a certificate, they have to conduct a final test.

Outputs

The following services have to be provided within this contract:

  1. Design: Conceptual design of the training for up to 20 participants from staff of German and local humanitarian NGOs. This includes the preparation of a schedule of the seminar including contents, methods and targets of the four online sessions. The schedule should contain interactive expert inputs, exchange between participants and practical exercises/working on case studies. Methodological variety is desired. The logistical preparation for the online sessions including the provision of online platform (Zoom) and invitation and participants management will be taken over by VENRO.
  2. Moderation: Moderation of the training.
  3. Documentation: Writing of a short documentation (max. 5 pages) that summarises the contents and discussions of the seminar (to be sent to participants after the seminar) or provision of tools (e.g. checklist, manual) for participants.
  4. Certification (optional): Design and conduction of a mid-term or final test or written/oral assignment for participants who would like to receive a certificate.

All outputs will be provided in close coordination with the responsible VENRO policy advisor Karoline Krähling. Ongoing feedback loops regarding workshop design and moderation are part of the assignment and will not be compensated additionally.

  3. The offer should include the costs and working days for the above listed outputs 1), 2), 3) and 4). Prices should be specified without as well as including taxes. All prices should be indicated in Euros.
  4. The offer should additionally include a draft agenda of the training with an overview of the single workshop elements and goals and a time plan (max. 2 DIN A 4 pages).
  5. Please also submit your CV/the CV of the trainer(s) incl. relevant work experiences.
  6. Please include possible dates for the conduction of the training.
  7. The decision upon the assignment will be made based on a) fees (50%), b) quality of the offer (objectives, feasibility, variety of methods) (40%) and experience (10%).
