Background

Since 2015, NRC Nigeria has been working to help displacement-affected communities meet their basic needs, improve their livelihoods, access essential services, and enhance their resilience to future shocks through our six core competencies: Water, Sanitation, and Hygiene (WASH), Shelter, Education, Information, Counselling and Legal Assistance (ICLA), Livelihoods and Food Security (LFS), Camp Management, and Protection. NRC provides immediate assistance during the onset of emergencies through the Rapid Response Mechanism (RRM). In 2021, NRC reached out to over 269,000 people with assistance.

The crisis in Nigeria is marked by brutal violence against civilians, causing acute humanitarian needs and displacement. In the northeast, the 13-year conflict has shattered lives, infrastructure, basic services, and social fabric.

Two million people are internally displaced across Borno, Adamawa, and Yobe states. Approximately half of these live within local communities, increasing pressure on scarce resources. Access to food is limited, particularly in Borno state, where most families are already facing crisis levels of food insecurity. Civilians, including aid workers, continue to be the target of deadly attacks by non-state armed groups, and transport corridors are persistently insecure.

In the North-West and North-Central regions, violence and displacement are rooted in disputes over land and resources, which have been worsened by climate change; Criminality is on the rise.

Livelihood opportunities are scarce, and children face an uncertain future, unable to access quality education. Many families have lost identity papers while fleeing or never obtained them, hindering their access to essential services.

What you will do:

Strategic Resource Management

  • Contribute to the strategic direction of the area office for an efficient structure.
  • Ensure adequate and fit-for-purpose support strategy rooted in national staff capacity development.
  • Provide leadership of the Support Department and ensure all work as one team.

Compliance and Internal Control

  • Perform regular spot-checks on supporting documentation to identify areas of improvement in regards of quality of documentation.
  • Ensure the recommendations to the Area Office Support Department are addressed and updated on regular basis.
  • Responsible for corruption mapping and mitigation practices and procedures in the Programme
  • Lead on the preparation of Area Office donor, internal and external audit processes.
  • Support improvement of area backlog system and compliance system, ensuring the area delivers programmes with the highest adherence to donor and NRC global compliance standards.

Systems and Procedures

  • Ensure that all rules, regulations, routines, procedures, SOPs are available, accessible to and known by all staff.
  • Responsible for ensuring that HR, finance, logistics and administration systems provide relevant and adequate support to the area office’s programmes throughout the project cycle.
  • With the Area Manager, ensure that the area office’s work processes are in place, understood by all staff, and carefully followed.
  • Lead on the implementation at the Area Office level of new procedures and rollout of new systems such as the NRC HR Management System, UNIT4 Procurement and other systems.
  • Lead on elaborating and regularly updating the Master Budget at the Area Office level.
  • Always ensure coverage of the Master Budget and that efficient, sustainable, and flexible HR structures are in place.
  • Lead ongoing efforts to improve data management, filling, and data protection. Ensure support departments adhere to improved data management systems and ensure information is shared, accessible and used for decision-making across support functions and programmes at area level, including field offices.
  • Ensure all area staff comply to NRC performance management system.

Emergency Response

  • Provide support to the Area Office Emergency Response programme, ensuring that support functions are working well to ensure the success of the response.
  • Work with programme functions to ensure the reconciliation of all distributions with the reconciliation of deliverables.

Other

  • When requested by the Area Manager, represent NRC externally in different fora.
  • Act as Area Manager when appointed.
  • Lead the evaluation of partners working with NRC.
  • Ensure efficiency and value for money for the support units in Area Office.

What you will bring:

  • Minimum 4 years in a middle management position in a humanitarian/recovery context
  • Ability to administer an office, a team, and complex activities.
  • Solid knowledge of HR, finance, and logistics routines in a humanitarian context
  • Fluency in English, both written and verbal

Context/ Specific skills, knowledge, and experience:

  • Experience in remote management
  • Knowledge of the Nigeria Emergency Response Crisis
  • Experience of partnership

What we offer:

  • Duty station: Maiduguri, Nigeria
  • Contract: 12-month contract (possible extension, dependent on performance & funding)
  • Travel: up to 30%
  • Salary/benefits: grade 8 on NRC’s scale with accompanying terms and conditions
