Overview: DT Global is currently partnered with Proximity International to implement Building Resilient and Inclusive Communities in Conflict (BRICC). The program aims to advance the BRICC Resilience Objective (RO) of fostering resilience and stability in conflict- affected communities across Syria to prevent the re-emergence of extremist groups such as ISIS; countering the influence of malign actors such as Iran; empowering communities to negotiate a peaceful resolution to the conflict; and paving the way for safe, dignified, and voluntary return of internally displaced persons and refugees. The Syria Livelihoods TO will advance the RO by delivering services to achieve the BRICC IDIQ Intermediate Result (IR) 3: Livelihoods restored and local economies revived. The program is seeking to hire an Advocacy and Strategic Communication Consultant to support in implementing the program’s objectives.

The Advocacy and Strategic Communication Consultant will develop communication and outreach plans and train the project implementing partners in Northeast Syria Women’s Committees (WCs) based in Raqqa, Hasakah and Deir ez-Zour governorates. The Consultant will support the WCs to advance women and youth economic empowerment opportunities by improving their communication and advocacy skills and by developing advocacy and outreach plans.

Tasks and Responsibilities:

  • Strengthen the capacity of WC staff in advocacy and outreach, supporting them to develop an advocacy and outreach plan for the planned job centers
  • Meet with the SLP team and the WCs to review strategic plans, link them to job center requirements, and become familiar with the local context
  • Propose an outline for advocacy and outreach training, including proposed training schedules with topics and agendas
  • Develop training materials and conduct interactive, virtual trainings for WC staff on advocacy and outreach
  • Develop advocacy and outreach plans for each WC which they can adapt and implement
  • Create promotion and communications products including but not limited to flyers, brochures, pamphlets, leaflets, etc. for the WC job centers
  • Provide coaching and mentoring to the WC staff to further develop and finalize their advocacy and outreach plans
  • Provide coaching and mentoring to the WC on the job center promotion and communication products.
  • Develop a final report which includes: summaries of the trainings, lessons from the development of advocacy and outreach plans as well as promotion and communications products, final advocacy and outreach plans, and final promotion and communication products.

Education and Minimum Qualifications:

  • At least 10 years’ cumulative experience in communications, advocacy and outreach to include experience in developing, evaluating, and implementing comprehensive strategic communication and outreach plans on donor funded programs
  • Experience and expertise in creating outreach materials or awareness campaigns
  • Demonstrable experience building capacity and training on communication, advocacy, and/or outreach plan topics
  • Excellent oral and written communication and creative skills
  • Experience developing social media content

Preferred Qualifications:

  • Knowledge of the general Syrian context and/or previous experience working in Northeast Syria and working with the donor community.
  • Fluency in both Arabic and English languages (both written and verbal)
  • Demonstrated successful submission and delivery of remote deliverables and training
  • Demonstrated experience working with counterparts at various levels within government structures and with low capacity partners
