Overview: DT Global is seeking a Program Associate to join the Learning and Innovation (L&I) team. The Program Associate will provide important administrative and back-stopping support to the Applied Research and Analytics, Program Excellence, and Monitoring, Evaluation, and Learning (MEL) teams. Successful Program Associates are detail-oriented, entrepreneurial, flexible, and focused on delivering outstanding support to our field teams, partners, clients, and beneficiaries. The Program Associate will report to the Program Manager.

Tasks and Responsibilities:

Support to Applied Research and Analytics (50%):

DT Global provides Third Party Monitoring (TPM) services in Syria for the German Federal Foreign Office (FFO). Under Syria TPM, DT Global monitors and verifies German-funded stabilization programs and humanitarian assistance in Northwest Syria and provides atmospheric reports on northeast Syria. The Program Associate will dedicate roughly 50% of their time to supporting Syria TPM as follows:

  • Provide day to day program management support and ensure effective and efficient coordination
  • Be familiar with relevant policies and procedures including: US and project host country laws and regulations; DT Global policies and procedures; donor regulations; and be accountable for project compliance with these laws, regulations, policies, and procedures
  • Support the recruitment, mobilization, and demobilization of consultants and long-term project staff
  • Work to orient consultants and staff to DT Global and project objectives, procedures, resources, and relationships; monitor processes to ensure that proper procedures and rules are followed
  • Copyedit project deliverables and ensure corporate/client branding requirements are met
  • Ensure that all project technical deliverables are formatted with proper branding requirements established by the contract and properly archived in the home office filing system
  • Process expense reports, make travel arrangements, and process consultant payment requests
  • Review monthly field office expenditures
  • Maintain project files and audit as needed
  • Prepare, support, and monitor invoices, expenditures, including inputting monthly invoices into budget tracker, assist with the preparation of budget modifications, and assist with projections as needed
  • Process contract submission documents including approvals, modifications, and procurement actions
  • Prepare information needed for business development and DT Global communications materials such as past performance reviews, CVs, charts, program summaries/brochures, and concept papers for current and future programs and funding opportunities
  • Attend relevant events in the Washington, D.C. metro area and generate summaries for Program Management Units (PMUs)
  • Analyze regional and country context relevant to assigned program(s)
  • Other duties as assigned or requested

Support to Program Excellence (25%):

DT Global’s Program Excellence (PE) team drives high quality project delivery through the development of tools, policies, and procedures based on best practices derived from a combination of regular learning, Quality Assurance/Quality Control (QA/QC) processes, and in-house expertise. PE provides remote and in-country support to key phases in the project lifecycle, as well as champions integrating best practices into proposals. DT Global’s Environmental Compliance Expert also sits within the PE team and ensures DT Global’s programs are both compliant with environmental regulations and integrate industry best practices. The Program Associate will dedicate roughly 25% of their time to supporting Program Excellence as follows:

  • Assist coordination and execution of DT Global QA/QC processes such as the Quarterly Program Review (QPR), AARs, and learning events
  • Ensure best practices and lessons learned from QPRs and AARs are documented and support the PE team in incorporating these learnings into DT Global policies and procedures
  • Support drafting briefings and reports based on QA/QC processes regarding notable successes and innovations, or challenges and lessons learned
  • Provide administrative support to drafting policies and procedures with the PE team
  • Help ensure that updated policies, procedures, tools, and templates are organized and available for all staff to use
  • Provide administrative support to PE training initiatives
  • Support the maintenance and improvement of DT Global Online as needed
  • Provide administrative support to PE efforts related to project start-up, annual reviews, and close-outs

Support to Monitoring, Evaluation, and Learning (25%):

The MEL team provides technical assistance to DT Global’s proposals and programs – providing feedback and support to proposed approaches to monitoring and evaluation, input on contractual MEL deliverables, guidance in establishing indicator targets and data collection methods, capacity building support to field MEL teams, championing best practices, and looking at data collection, disaggregation, and aggregation across all of DT Global’s portfolio, among other tasks. The Program Associate will dedicate roughly 25% of their time to supporting the MEL team as follows:

  • Assist MEL and PE teams with M&E data migration from programs (current & historical) not on the system, into DT Global Online
  • Support MEL Director in responding to proposal input requests, as needed
  • Work with L&I to develop an L&I business development pipeline tracker
  • Review consultant MEL proposal inputs for compliance and thoroughness
  • Attend Proposal AARs to take notes and assist the Learning Advisor and L&I Vice President to reconcile information and upload to NetSuite
  • Support MEL Director or other L&I team members to prepare for Monitoring, Evaluation, Research, Learning and Innovation (MERLIN) Community of Practice and/or Lunch & Learn presentations and workshops

Education & Minimum Qualifications:

  • Bachelor’s degree in international development, international relations, political science, government, economics, business, or a related field; or equivalent combination of education and experience
  • 1-3 years of professional work experience; international development or related experience strongly preferred
  • Working knowledge or previous experience in monitoring, evaluation, and learning (MEL) preferred
  • Strong organizational and communication skills and ability to work calmly under stress
  • Must be process oriented
  • Ability to work collaboratively across cross-functional teams
  • Ability to communicate clearly and concisely, both written and verbally
  • Ability to travel and work overseas on short term technical assignments up to 10%
  • Ability to take initiative and handle multiple tasks under tight deadlines while maintaining keen attention to detail
  • Proficiency in Microsoft Suite (World, Excel, and PowerPoint)
  • Fluency in a second language (French, Spanish, or Arabic) a plus
