Background:

Peace Track Initiative (PTI) was founded by Yemeni women inside and outside Yemen who came together in 2015 to support the peace process in Yemen. It was incorporated in Canada as nonprofit incorporation in 2017, hosted at the Human Rights Research and Education Centre, at Ottawa University, and is hosted at To Be Foundation for Rights and Freedom in Aden, Yemen. PTI’s working areas include promoting inclusion of women and marginalized groups in the peace and political processes, as well as promoting the protection of women’s rights, and amplifying feminist knowledge and leadership. PTI operations are guided by the CEDAW, UNSCR 1325 resolution, and its subsequent resolutions on Women, Peace, and Security, as well as international human rights frameworks. Peace Track Initiative along with Elbarlament and To Be Foundation for Rights and Freedoms have been awarded funds by the European Union for the project “Towards enhancing the resilience of women human rights defenders in Yemen to advocate for women’s and children’s rights” in Yemen.”

Description of the Project: The project aims at contributing to enhancing the resilience of women human rights defenders (HRDs) in Yemen to defend human rights, in particular women’s and children’s rights. To reach this goal, we will work on two parallel lines, namely enhancing female HRDs’ protection and improving their capacity to counter human rights violations and engage in advocacy to achieve more accountability.

The overall objective of the project is to contribute to enhancing the resilience of women HRDs in Yemen to defend human rights, in particular women’s and children’s rights. In order to reach this goal, the project follows two parallel but interrelated strands of work that can be subsumed under two specific objectives. Catering to the immediate needs of the project’s target group (women HRDs), the first specific objective is to enhance the protection of Yemeni women HRDs. The second specific objective is to improve women HRDs’ capacity to counter human rights violations and abuses in particular with regards to women’s and children’s rights, as well as engage in advocacy for enhanced accountability.

Project outputs: One of the outputs of the project includes developing a leadership programme for WHRDs that includes strengthening their advocacy and influencing skills. This terms of reference is seeking the soliciting of service to deliver such a training.

Purpose of the Training: The project has a holistic design in terms of building the resilience of WHRDs. The leadership programme that covers a number of skills including project management will be supported with limited advocacy grants to implement human rights advocacy and influencing projects. As such the training needs to cover issues related to designing an advocacy and influencing strategy and plan to promote human rights focusing on women’s rights and/or children rights. The training as such requires to cover how to conduct a situation analysis including using the problem tree and developing a theory of change, preparing a stakeholder mapping and a power analysis, developing advocacy tactics and strategies including how to conduct campaigns, and how to develop relevant indicators to measure the advocacy effectiveness.

Responsibilities:

  • The consultant will deliver training sessions online to a group of 30 women HRDs covering advocacy and influencing skills based on a pre-assessment with the group to customise it to their needs. The training should not be planned more than 3.5 hours a day and not more than 2 days in total.
  • The consultant will design, develop, review and contextualise lessons and training material in Arabic language on advocacy and influencing to suit participants and ensure integrated approach in training materials;
  • The consultant will develop outlines and templates of different aspects of advocacy and influencing including elements of the advocacy strategy and plan in order to ensure that the women HRDs are able to use the templates smoothly.
  • The consultant will design in consultation with PTI a feedback form about the training and will share its results with the project team.

Time frame and deadline:

The training should be delivered within 7 months before the end of April 2023.

Main deliverables:

  • Pre-assessment report.
  • Tailored training outlines naming modules with relevant links.
  • Training materials including tools, presentation, any handouts.
  • Final narrative report highlighting challenges and recommendations for future training or follow up and including quotes, photos, and feedback from participants.

Requirements and Qualifications:

  • Masters degree in relevant field.
  • Five years and above experience working on advocacy and influencing in fragile contexts with a focus on human rights.
  • Knowledge of human rights and gender is a plus.
  • Experience working in MENA region and with Yemenis is a plus.
  • Fluent in Arabic and English, both written and spoken is essential.

  • Financial Proposal that indicates the all-inclusive fixed total contract value in Euro (including all applicable taxes), supported by a breakdown of costs.
