Peace Track Initiative

Background:

The Peace Track Initiative (PTI) was founded by Yemeni women inside and outside Yemen who came together in 2015 to support the peace process in Yemen. It was incorporated in Canada as nonprofit incorporation in 2017, hosted at the Human Rights Research and Education Centre, at Ottawa University, and is hosted at To Be Foundation for Rights and Freedom in Aden, Yemen. PTI’s working areas include promoting inclusion of women and marginalized groups in the peace and political processes, as well as promoting the protection of women’s rights, and amplifying feminist knowledge and leadership. PTI operations are guided by the CEDAW, UNSCR 1325 resolution, and its subsequent resolutions on Women, Peace, and Security, as well as international human rights frameworks.

Peace Track Initiative along with Elbarlament and To Be Foundation for Rights and Freedoms have been awarded funds by the European Union for the project “Towards enhancing the resilience of women human rights defenders in Yemen to advocate for women’s and children’s rights” in Yemen.

Description of the Project: The project aims at contributing to enhancing the resilience of women human rights defenders (HRDs) in Yemen to defend human rights, in particular women’s and children’s rights. To reach this goal, we will work on two parallel lines, namely enhancing female HRDs’ protection and improving their capacity to counter human rights violations and engage in advocacy to achieve more accountability.

The overall objective of the project is to contribute to enhancing the resilience of women HRDs in Yemen to defend human rights, in particular women’s and children’s rights. In order to reach this goal, the project follows two parallel but interrelated strands of work that can be subsumed under two specific objectives. Catering to the immediate needs of the project’s target group (women HRDs), the first specific objective is to enhance the protection of Yemeni women HRDs. The second specific objective is to improve women HRDs’ capacity to counter human rights violations and abuses in particular with regards to women’s and children’s rights, as well as engage in advocacy for enhanced accountability.

Project outputs: One of the outputs of the project includes developing a leadership programme for WHRDs that includes strengthening the digital safety skills. This terms of reference is seeking the soliciting of service to deliver the digital safety training to two groups of women (around 15 women each time).

Purpose of the Digital Safety Training: Yemeni women have been targeted continuously through digital attacks whether phishing, hacking, defamation, digital blackmail, using stolen information, deep fake technology, and targeted smear campaigns. Women involved in defending human rights are always a target of such attacks. This training aims at increasing WHRDs and vulnerable groups’ resilience to digital attacks and enhancing their protection of their private information.

Responsibilities:

  • The consultant will deliver the online training in Arabic language to two groups, consisting of a 3-day training sessions each. The group will consist of 15 women HRDs covering digital skills based on a pre-assessment with the group to customise it to their needs.
  • The consultant will design, develop, review and contextualise lessons and training material in digital safety and risk management to suit participants and ensure integrated approach in training materials;
  • In close consultation with the project partners including PTI, project beneficiaries, provide input to and develop digital and holistic standard operating procedures for programmatic operations related to digital security protocol;
  • Develop easy to use digital safety practices that are easily used in areas with poor internet connection.
  • Provide referral services to digital security and safety rapid response to support WHRDs when a digital security attack happens.

Time frame and deadline: The training should be delivered within 4 months before the end of February 2023.

Main deliverables:

  • Pre and post assessment report to understand the needs of participants and measure their knowledge.
  • Tailored training outlines naming modules with relevant links.
  • Training materials including digital tools, presentation, and handouts in Arabic language.
  • Digital Safety Protocol for WHRDs and organisations in Arabic language.
  • Final narrative report highlighting challenges and recommendations for future training or follow up informed by feedback from participants in English language.

Requirements and Qualifications:

  • Bachelor degree in relevant field.
  • Three years and above experience delivering digital safety and security training in fragile contexts.
  • Strong knowledge of digital safety tools and training strategies;
  • Experience working on digital safety and security in MENA region, Yemen is a plus.
  • Fluent in Arabic and English, both written and spoken is essential.

  • Financial Proposal that indicates the all-inclusive fixed total contract value in Euro (including all applicable taxes), supported by a breakdown of costs.
