Job Summary

The Advisor is part of Global Risk & Compliance (GRC) Team. The two primary functions of this team are: a) Provide strategic direction and oversight to OverOps global compliance systems, internal and external, and b) Manage global risk and compliance programs and portfolios, and implementation of compliance & risk strategy for overseas operations. The Advisor is responsible for Overseas Operations Policies & Procedures, Compliance Training, Compliance Systems, and Financial Commitment Risk Profiling/Advisory.

Responsibilities

  • Provide strategic direction and leadership in the development, assessment, revision, publishing, communication, support, and decimation of divisional policies and procedures.
  • Lead global compliance training program, in particular: in-house training curricula development, external curricula adoption, and coordination of global compliance training between internal stakeholders and industry training providers
  • Lead/chair Global Risk & Compliance Community of Practice (COP),
  • Lead Regional/CP Risk & Compliance Strategy development and implementation
  • Lead development and deployment of global compliance programs and systems as well as the agency compliance helpdesk (externally and internally);
  • Lead risk profiling of agreements and purchase orders requiring senior executive-level approval using the standard risk profiling approach and provide advice to concerned senior executives; enhance the risk profiling approach, i.e., discovery and the use of risk & compliance key performance indicators.
  • Lead for OverOps Global Risk & Compliance IT infrastructure and homegrown IT portfolio (compliance dashboards, forms, and enterprise-wide automation)
  • Lead agency’s AML/ATF system and in partnership with the OGC provide senior advisory on government sanctions, restrictions and controls as well as leading the administration of the agency-wide due diligence solution in collaboration with GKIM.
  • Serve as the Senior Advisor on the Enterprise Risk Management (ERM) Council, together with the Executive Sponsor (CFO) and the Chair (GRC Director) co-lead the ERM program by managing the ERM program activities with specific responsibility of day-to-day council-member risk management advisory, performance monitoring, administration of monthly meetings, consultations and advisory to and reporting to the EAC and the Board.
  • Where asked/assigned, represent OverOps in global working groups for risk and compliance matters;
  • Perform other duties in global risk and compliance as required.

Qualifications

  • Education: Master’s degree in the relevant field of study (depending on prior experience and other competencies)
  • Experience: 7 years of relevant experience, including 3 years of international experience
  • Working knowledge of USAID Standard Provisions for U.S. Non-governmental Organizations, USAID Standard Provisions for Non-U.S. Non-governmental Organizations, OMB Circular A-133, 2 CFR 200, and 2 CFR 700
  • Working knowledge of USG sub-recipient monitoring
  • Working or academic knowledge related to fraud in NGOs
  • Computer literacy in MS Office Suite (including SharePoint)
  • Ability to think analytically and act methodically
  • Strong writing skills, ability to write clearly and succinctly (including commenting and editing writing of not native English speakers)
  • Effective communication skills (Email and Instant Messaging Channels) in a remote environment and ability to get things done in a matrix environment
  • A keen sense of customer care and service
  • Mastered ability in receiving and providing feedback
  • Ability to improve continuously
  • Strong planning/organizational and analytical skills
  • Sense of humor
  • Working knowledge of French and/or Spanish preferred

External: CRS partner and donor representatives and ombudsmen, external auditors, Humentum, professional compliance organizations and communities.
