Malteser International responds to the humanitarian crisis created by the conflict inside Syria since 2012. Programs are implemented in Iraq, Lebanon, Syria and Turkey.

In support of our work in Syria/Turkey, Malteser International is looking for a:

Consultant-Trainer on Anti-Terrorism Issues for Malteser International Turkey-Syria Operations (Re-advertised)

Purpose and Objectives of the Training:

  • To have the in-depth knowledge and understanding on terrorism and counter terrorism issues and the impact on humanitarian NGOs and on humanitarian activities
  • To develop an appropriate approach to minimize the adverse impacts and risks of terrorism and antiterrorism issues that may affect the operations of Malteser International in the working areas. After receiving this training, participants are expected to be able to reflect the Anti-Terrorism Counter (ATC) into the process of proposal writing, partner assessments, stakeholder analysis, direct implementation, and donor reporting
  • To improve the knowledge and practice of Malteser International staff in conducting: meticulous analysis of the stakeholders relating terrorism and anti-terrorism issues, related-risk analysis for Malteser International and the partners, prevention and lemmatization measures of the risks and threats
  • To develop the policy and guidelines related to Anti-Terrorism Counter (ATC)

  • DEU vs. EU vs. US requirements (depending on donor requirements)

  • Implementing a system within the organization processes

  • Monitoring compliance

Deliverables:

  • Hands-on training to Malteser International staff and partners that will allow for practical application
  • Training report with pre and post test raw data
  • Guideline and Policy on Malteser International on Anti-Terrorism Counter (ATC)
  • Education materials to be shared to the participants

Conditions:

Tentative Period: September-October 2022

Expected Duration: 1 – 2 Days in physical presence in Gaziantep, Turkey

Training Report Submission: Within 7 days after the training

Consultancy Fees: Negotiable

Expected Qualifications:

  • Education: University degree (Master or equivalent) in security, law enforcement, counter terrorism for NGO or in relevant field. A combination of relevant academic qualifications and extensive practical experience in the field may be accepted in lieu of advanced university degree
  • Experience: minimum 10 years progressively responsible experience in counter terrorism topic, with significant field experience in relation of NGO activities. Direct experience with counter-terrorism is highly desirable
