As a prime contractor under USAID’s EVAL-ME II Indefinite Delivery, Indefinite Quantity (IDIQ) contract, we are seeking an experienced Database/GIS Specialist for an anticipated Iraq Monitoring Project. The purpose of this contract is to establish a third-party monitoring (TPM) and evaluation support system to monitor, verify, and evaluate selected programs in Iraq, which are funded by USAID’s Bureau for Humanitarian Assistance (BHA). The information and findings from the project will be critical in ensuring program learning and accountability, which will be useful for real time programmatic adjustments and future program design.

This is a long-term position for Iraqi nationals only based in Erbil, Iraq.

Job Description

The Database/GIS Specialist will support the IMP team in database management, GIS and map creation, data visualization, and overall layout of deliverables. The Database/GIS Specialist will serve a role in data quality assurance and data reporting.

Duties and Responsibilities

  • Assist in designing training materials and present modules focused on data storage, management and privacy, photography, accurate GPS recording, and map sketchingand .
  • Conduct regular data cleaning and preparation and provide continuous oversight and maintenance of internal data collection and management systems.
  • Manage the processing and analysis of data and information and present it in the format most useful for analysis and interpretation (e.g. reports, maps, infographic, etc.).
  • Support the design and finalization of maps, tables, photo displays and other data visualization graphics for the Monthly Monitoring Reports.
  • Design communication materials, including public presentations, reports, dashboards etc.
  • Support in any ad hoc required tasks, such as GIS/GPS mapping, programming phones for data collection and photography, programming online surveys, and problem-solving IT issues with the IMP database, monitoring cameras, and GPS units, as they may arise.
  • Other duties as assigned by the deputy chief of party and M&E specialist.

Qualifications

  • University degree in Graphic Design, Multimedia, Geographic Information Systems, Information Management, Statistics, or Social Sciences, or related area.
  • Proven experience with Adobe Illustrator Suite/Photoshop, Microsoft Windows Office Suite tools (Microsoft Word/ Microsoft Excel, etc.), Desktop Geographic Information Software Programs for map productions and data analysis.
  • Experience capturing, sharing and storing data for tablet or mobile/phone surveys desired.
  • Oral and written fluency in English is required. Knowledge of Arabic and Kurdish languages is desirable, but not required.
  • Experience working with international humanitarian organizations, NGOs, UN entities, USAID, or other donor entities desired.
  • Demonstrated ability to produce results-oriented professional work outputs.
  • Strong ability to adhere to strict deadlines.
  • Willingness to work in a fast-paced work environment without losing track of details and quality.
  • Strict attention to detail.
  • Excellent communication and interpersonal skills with the ability and willingness to work with all levels of the organization.
  • Ability to work independently and take initiative.
